Lunar Cooperation Moves onto the Bilateral Agenda
The ninth India-U.S. Civil Space Joint Working Group brought lunar exploration and human spaceflight more prominently into bilateral cooperation.
NASA invited ISRO to participate in its Moon Base programme, building on cooperation under the Artemis Accords. However, the joint release does not state that India has accepted the invitation, nor does it specify ISRO’s possible role, financial or technological commitments, or a timeline.
The announcement therefore opens a potential new area of lunar cooperation rather than confirming Indian participation in a Moon base.
What Are the Artemis Accords?
The Artemis Accords are non-binding principles for peaceful space exploration, covering areas such as scientific-data sharing, emergency assistance, interoperability, registration of space objects and responsible use of space resources. India joined in 2023.
Cooperation Is Expanding Beyond NISAR
The two sides reviewed cooperation following the launch of NISAR, the joint NASA–ISRO Synthetic Aperture Radar satellite for observing changes in land, ice, ecosystems and natural hazards.
Building on this model of shared mission development, the working group discussed further science and human-spaceflight collaboration.
The talks also fall under the U.S.-India TRUST Initiative, placing space cooperation within the broader bilateral partnership on strategic and emerging technologies.
Open Scientific Data Becomes a Separate Workstream
India and the United States agreed to advance discussions on open scientific-data sharing under the Artemis Accords. Such arrangements could widen access to mission data for researchers, universities and companies, with their value depending on timely and reciprocal access, interoperable formats and appropriate safeguards for sensitive information.
Both countries also reaffirmed support for UN guidelines on the long-term sustainability of space activities, including space-debris mitigation, operational safety and information sharing.
Policy Relevance
Possible entry into lunar infrastructure: Participation could give ISRO experience in sustained operations beyond standalone lunar missions, depending on the role eventually negotiated.
