Earlier integration: Biodiversity risks and opportunities should be identified during screening, preparation and design, when projects can still avoid damaging choices.
Nature as infrastructure: Wetlands, forests, mangroves and watersheds can perform functions such as flood protection, water regulation and climate-risk reduction.
Investment appraisal: Natural-capital analysis and ecosystem-service valuation can make environmental benefits and losses more visible in project decisions.
Financing at scale: Financial structuring, risk-reduction mechanisms and supportive institutions are needed to build a pipeline of bankable nature-positive projects.
Project Design Offers the Greatest Scope to Avoid Damage
AIIB’s Building Nature into Infrastructure: Turning Biodiversity Commitments into Better Investments links infrastructure investment with the Kunming–Montreal Global Biodiversity Framework and countries’ National Biodiversity Strategies and Action Plans.
Its central argument is that biodiversity should enter project decisions before locations and engineering designs are fixed. Early assessment can determine:
whether a proposed site should be used;
which ecological areas should be avoided;
whether alternative alignments or designs would reduce damage;
where nature-based measures could complement engineering; and
which environmental risks should enter project costs and financing.
Once construction decisions are locked in, mitigation is generally costlier and less effective.
Ecosystems Can Perform Infrastructure Functions
The “nature as infrastructure” approach recognises that ecosystems can provide services otherwise supplied by constructed assets. Wetlands can retain floodwater, mangroves reduce coastal exposure, forests stabilise slopes and watersheds protect water supplies.
This does not mean replacing engineered infrastructure. AIIB points instead to hybrid solutions combining ecological and constructed assets.
If protecting a wetland reduces flood losses or maintaining a watershed extends reservoir life, that value should form part of the project’s economic case rather than be treated only as an environmental benefit.
Conventional Appraisal Can Undervalue Nature
Project appraisal may capture the cost of protecting land without adequately valuing the services ecosystems provide. Destroying a natural asset can therefore appear cheaper than conserving it, even when this increases subsequent flood, water or maintenance risks.
AIIB highlights three approaches:
natural-capital analysis to assess ecological assets;
ecosystem-service valuation to identify the benefits they provide; and
co-benefit assessment covering resilience, livelihoods and biodiversity.
These methods need not assign a monetary value to every ecological benefit. Their purpose is to ensure that material environmental costs and benefits enter investment decisions.
Bankability Remains the Scaling Constraint
Nature-based interventions can be difficult to finance because their benefits may accrue across communities, public agencies and future users rather than generate a direct revenue stream.
Scaling them therefore requires clear institutional responsibility, measurable outcomes, appropriate risk allocation and financing structures that recognise longer-term benefits.
AIIB’s May 2026 workshop also identified institutional capacity and implementation systems as constraints. The blog announces no new fund, investment target or implementation timetable.
India’s Infrastructure Pipeline Raises the Stakes
Although the blog does not assess India separately, its argument is relevant to a country undertaking extensive investment in transport, urban development, energy, water and climate-resilient infrastructure.
For India, early ecological integration could affect decisions involving:
roads and railways passing through sensitive landscapes;
urban drainage and flood-management projects;
coastal infrastructure exposed to storms and erosion;
reservoirs and water-supply systems dependent on watershed health; and
restoration or afforestation proposed as part of project mitigation.
The approach is especially important where project appraisal, environmental approval and financial appraisal occur through separate institutional processes. If biodiversity enters only at the clearance stage, major location and design decisions may already have become difficult to change.
What Are Nature-Based Solutions?
Nature-based solutions use the protection, restoration or management of ecosystems to address social and infrastructure challenges. Examples include restoring wetlands for flood control, conserving mangroves for coastal protection and improving watersheds to support water security. They can operate independently or alongside conventional engineered infrastructure.
Policy Relevance
For Indian policymakers, the AIIB perspective shifts biodiversity from a clearance requirement to an investment-quality consideration. That change would require ecological evidence to influence project conception, design and financing—not merely determine compensatory action after approval.
Three parts of India’s project-development process are particularly relevant:
Project preparation: feasibility studies and detailed project reports need to identify ecosystem functions before sites and designs are locked in.
Economic appraisal: avoided flood damage, water-security benefits and lower maintenance risks should be considered alongside construction costs.
Institutional coordination: infrastructure agencies, environmental authorities, financiers and state governments need a common basis for comparing engineered, natural and hybrid alternatives.
The practical test is whether nature-based options can survive the project-selection process when their benefits are long-term, dispersed across multiple beneficiaries and difficult to convert into immediate revenue.
Relevant Question for Policy Stakeholders: At what stage and through which appraisal authority should the value of ecosystems be allowed to alter the location, design or financing of an Indian infrastructure project?
