Union Minister Chairs 5th GoM Meeting on Viability of Electricity Distribution Utilities

On 16 September 2025, the Union Minister of Power and Housing & Urban Affairs, chaired the 5th meeting of the Group of Ministers (GoM), tasked with improving the financial and operational viability of India’s electricity distribution utilities. The meeting considered reform-based measures including a new scheme for debt restructuring, mandatory cost-reflective and timely tariff orders by regulatory commissions, and recognition of Discom liabilities as those of State Governments. Proposals also covered accelerating smart metering in government establishments, reducing cross-subsidies, leveraging data analytics for demand forecasting and procurement optimisation, and discouraging misuse of litigation through streamlined regulation. A central concern was preventing Discoms from repeatedly falling into a “debt trap” while ensuring reliable power supply.
The financial health of distribution utilities is critical for India’s energy security, clean energy transition, and investment climate.
