UNIDO: Technology Foresight for the Circular Economy

The United Nations Industrial Development Organization (UNIDO) has launched the "Technology Foresight for the Circular Economy" (TF4CE) initiative to support Member States in transitioning from linear to circular economic models. Aligning with the 2025 Circular Economy Resolution (GC.21/Res.4), the initiative integrates strategic foresight into policymaking to create future-ready institutions and resilient global supply chains. TF4CE advocates for a systemic redesign of industrial activities based on lifecycle thinking and resource efficiency, decoupling economic growth from environmental degradation. By conducting sectoral exercises and cross-national projects, UNIDO aims to develop actionable roadmaps and regulatory frameworks that ensure an inclusive, just, and sustainable industrial transformation.

Key Pillars of the TF4CE Initiative

  • Systemic Economic Redesign: Shifting from "take-make-dispose" to a model rooted in lifecycle thinking, innovative business models, and high-fidelity resource efficiency.

  • Foresight-Led Governance: Embedding long-term strategic perspectives into national governance systems to anticipate disruptions and guide global supply chains.

  • Capacity Building & Knowledge Sharing: Developing technical capabilities through training, mentoring, and specialized knowledge hubs to refine circular methodologies.

  • Sectoral Roadmap Development: Implementing strategic studies and collaborative projects to create concrete action plans and regulatory frameworks for specific industrial sectors.

  • Inclusive Industrial Transformation: Ensuring that the transition to a circular economy is equitable and ensures no generation or community is left behind.

  • Strategic Industrial Alignment: Facilitating international cooperation to synchronize global innovation and investment strategies with circular principles.

What is "Technology Foresight" (TF)? Technology Foresight is a systematic process used to look into the longer-term future of science, technology, and the economy to identify areas of strategic research and emerging technologies likely to yield the greatest economic and social benefits. Within the TF4CE framework, it operates as a functional tool for policymakers to move beyond reactive crisis management. By identifying future technological trends and societal needs early, governments can mechanically align their current investments and regulations to support a circular transition before resource depletion becomes an insurmountable barrier.


Policy Relevance: India’s Circular Transition

  • Operationalizing Waste-to-Wealth: The TF4CE initiative acts as a primary mechanic for NITI Aayog to refine its "Circular Economy Action Plans" across 11 end-of-life categories, including scrap metal and lithium-ion batteries.

  • Internalizing Resource Efficiency: Adopting UNIDO's foresight methodologies provides a functional framework for the Ministry of Steel and Ministry of Mines to secure raw material supplies through enhanced urban mining.

  • Bypassing Supply Chain Vulnerabilities: Strategic foresight is a prerequisite for the Department for Promotion of Industry and Internal Trade (DPIIT) to insulate Indian manufacturing from global resource price volatility.

  • Link to "LiFE" (Lifestyle for Environment): The initiative aligns with India's global LiFE mission, providing the technical roadmaps needed to translate sustainable consumption into industrial production reality.
