The informal summary report of the 2025 Ocean and Climate Change Dialogue, held under the UNFCCC (United Nations Framework Convention on Climate Change), urges all countries to significantly enhance ocean-based climate actions within their forthcoming National Climate Plans (NDCs). The Dialogue emphasized that sustainable ocean-based climate measures hold immense potential for achieving the 1.5Β°C Paris Agreement goal and building resilience, necessitating stronger integration into the Global Goal on Adaptation.
A central recommendation was the urgent need to scale up predictable and accessible βBlue Finance,β targeted toward developing nations to match the heightened ambition in NDCs. Furthermore, the report calls for strengthening synergies between international frameworks covering climate, biodiversity, and ocean health.
For India, which is highly reliant on its coastal and marine resources (Blue Economy), the call to integrate robust ocean action provides a critical opportunity to align its revised NDC and National Adaptation Plan with global standards. Securing predictable international climate finance is essential for protecting vulnerable coastal communities and scaling up sustainable ocean-based mitigation projects.
What are NDCs? β Nationally Determined Contributions (NDCs) are country-level climate pledges under the Paris Agreement, outlining targets for reducing emissions and adapting to climate impacts. For India, NDCs frame commitments like enhancing investments in development programmes for vulnerable coastal regions to better adapt to climate change impacts. This is implemented through Ecosystem-based Adaptation (EbA), such as large-scale mangrove restoration.
