The 2024 Synthesis Report on the Recognition of Adaptation Efforts of Developing Country Parties is the third in a biennial series mandated under Article 7.14(a) of the Paris Agreement. The 2024 edition focuses on institutional arrangements and stakeholder engagement. It highlights how developing countries are embedding adaptation into national and sectoral policies, creating monitoring systems, and fostering participation from local communities and civil society.
India is recognised as one of the 58 countries that had submitted National Adaptation Plans by August 2024, with emphasis on its sector-specific climate adaptation plans. These plans are notable for actively involving multiple stakeholders in planning and execution, demonstrating how adaptation strategies can be tailored to sectoral vulnerabilities while ensuring inclusivity and accountability.
The report underscores that recognition of adaptation is not only a matter of finance or technical assistance, but also of policy visibility and credibility within the global climate regime. By systematically documenting country experiences, it strengthens the evidence base for adaptation action ahead of the Global Stocktake and informs negotiations on the post-2025 climate finance goal.
