On 02 October 2025, tribal villages and tolas across 30 States/UTs formally passed their Tribal Village Vision 2030 Declarations in Special Gram Sabhas, under the Adi Sewa Parv initiative.
This marks a major milestone in Adi Karmayogi Abhiyan, which aims to be the “world’s largest tribal grassroots leadership mission” - engaging ~11.5 crore tribal citizens across 1 lakh villages/tolas.
Key design features include community-led development processes (transect walks, FGDs, gap analyses), mapping of local priorities in education, health, livelihoods, and infrastructure, and integration with central/state schemes like PM Jan Dhan, Ayushman Bharat, and PM Kisan.
Each village is to establish an Adi Sewa Kendra as a single-window citizen service centre, with villagers volunteering 1 hour weekly (Adi Sewa Samay). An AI-powered “Adi Vaani” app links officers and communities in their native languages to improve last-mile delivery.
This initiative pushes India’s decentralised, participatory governance goals deeper in tribal areas. It may reshape how central/state schemes (like MGNREGS, NRLM, health, education) are integrated at the village level in tribal regions. Coordinating Ministry of Tribal Affairs, Ministry of Panchayati Raj, and state tribal departments will be crucial to realize meaningful outcomes.
What is Adi Sewa Parv / Tribal Village Vision 2030? → A participatory programme under the Ministry of Tribal Affairs where tribal communities declare their own 10-year development visions (2025–2035), and local structures (Adi Sewa Kendras) support aligned governance and scheme convergence. It matters because it positions tribal communities as co-creators in their development and fosters local accountability.
Relevant Question for Policy Stakeholders: As over 1 lakh villages adopt their visions, how can governments ensure follow-through - resources, monitoring, accountability - rather than letting the declarations remain symbolic?
