The Telecom Regulatory Authority of India (TRAI) has issued the "Telecommunication (Broadcasting and Cable) Services Digital Addressable Systems Audit Manual, 2026," establishing a standardised technical framework for auditing Digital Addressable Systems (DAS).

The manual aims to streamline the audit process across the broadcasting value chain, ensuring high-fidelity reporting of subscriber bases and revenue sharing between Multi-System Operators (MSOs), Direct-to-Home (DTH) operators, and Broadcasters. It operates on the mechanical theory of transparency; since revenue is shared based on subscriber numbers, the audit ensures that the Subscriber Management System (SMS) accurately reflects the actual number of viewers. By verifying the Conditional Access System (CAS), the audit acts as a primary mechanic for ensuring that only authorised subscribers receive encrypted signals.
