The Telecom Regulatory Authority of India (TRAI) has released a consultation paper to conduct a comprehensive review of all nine existing interconnection regulations, dating back to 1999. The review is crucial as technological evolution, particularly the accelerating 4G/5G rollout, has rendered parts of the existing framework technically obsolete. The goal is to establish an effective, resilient, and forward-looking regulatory framework that promotes fair competition, non-discrimination, reciprocity, and seamless service delivery in a multi-operator environment.
Technological Modernization: The review focuses on enabling IP-based interconnection, which is critical for enhancing service quality and is required by accelerating 4G/5G deployments.
Emerging Platforms: TRAI is explicitly examining interconnection issues related to satellite-based telecommunications networks, including the nature and location of Points of Interconnect (POIs) that involve satellite earth station gateways.
Regulatory Scope: The review encompasses all regulatory aspects pertaining to charges applicable during interconnection, such as interconnection charges, various usage charges (origination, termination, transit, etc.), and the Reference Interconnect Offer (RIO) framework.
Current Framework: The regulations currently rely on Licensed Service Area (LSA) levels for Mobile Network interconnections and District/Tehsil levels for fixed-line interconnections.
This major overhaul of the interconnection rules—a framework instrumental in fostering the competitive, consumer-centric telecom ecosystem over the past two decades—is essential for India’s digital future. By addressing IP-based architecture and satellite networks, TRAI is seeking to create a future-ready and resilient framework that supports advanced technologies and maximizes the reach of next-generation digital connectivity.
What are Point of Interconnect (POI) and Reference Interconnect Offer (RIO)? POI and RIO are the essential technical and legal building blocks that allow different telecom companies (like Jio, Airtel, and Vodafone Idea) to work together.
Point of Interconnect (POI): The POI is the specific meeting point—whether a physical location or a logical link—where two different telecom service providers connect their networks to trade traffic. Think of it as the digital bridge between two companies’ networks that makes cross-network communication possible. The health of this point is vital for Quality of Service (QoS), because if the POI lacks sufficient capacity (a condition called congestion), calls drop or fail. TRAI’s review is looking at where these bridges should be placed for next-generation systems like 5G and satellite networks.
Reference Interconnect Offer (RIO): The RIO is a standardized contract template that a telecom provider publishes, detailing all the technical and commercial rules under which it will connect its network with any competitor. It acts as a “menu of terms” that new or smaller competitors can accept to quickly secure interconnection. This RIO must include everything from technical specifications to the formula for calculating usage charges. Its purpose is to ensure transparency and fair competition, preventing dominant players from delaying or discriminating against competitors during interconnection negotiations.
