Swachhata Hi Seva (SHS) Campaign to be Observed from September 17 to October 2, 2025

Swachhata Hi Seva (SHS) campaign is jointly spearheaded by the Department of Drinking Water & Sanitation (Ministry of Jal Shakti) and the Ministry of Housing & Urban Affairs. This is a nationwide cleanliness campaign with a strong focus on public participation and citizen-led activities. Its theme for 2025 is "Swachhotsav." The campaign runs from September 17 to October 2, culminating on Gandhi Jayanti (Mahatma Gandhi's birthday). It emphasizes large-scale cleanliness drives, identifying and cleaning up "difficult and dirty spots," and promoting a "whole of society" approach to sanitation.
Department of Agriculture and Farmers Welfare: Launched activities under the campaign, including administering the Swachhata Pledge.
Ministry of Law and Justice (Legislative Department): Organized a pledge ceremony on September 17, 2025, to emphasize the importance of cleanliness.
Ministry of Mines: Participated in the campaign to promote cleanliness, green festivities, and zero-waste community celebrations. The Secretary led the Swachhata Pledge, and officials took part in a human chain march.
Ministry of Minority Affairs: Organized the campaign and administered the Swachhata Pledge. A "Swachhata Pakhwada" (cleanliness fortnight) is also being held as part of the campaign.
Ministry of Parliamentary Affairs: Joined the nationwide rollout of the campaign. They have a day-by-day action plan that includes special cleanliness drives, a green initiative, and community participation.
Ministry of Ports, Shipping & Waterways: Launched the campaign with a Swachhata Pledge administered by its Secretary. They are conducting various cleanliness drives, awareness activities, and community engagement initiatives.
Department of Financial Services, Ministry of Finance: Launched the campaign from September 17 to October 2, 2025, focusing on activities like cleanliness drives, outreach programs for sanitation workers, and "Shramdaan" activities.
Ministry of Housing & Urban Affairs and Department of Drinking Water and Sanitation: These ministries are jointly leading the campaign with a focus on the remediation of dumpsites and cleaning of public spaces, as exemplified by the event at the Bhalswa dumpsite.
"Swachhata Hi Seva" is more about public awareness and action, while "Special Campaign 5.0" is an internal government drive to improve administrative efficiency and cleanliness within its own offices. The campaigns overlap, with the government actively participating in the "Swachhata Hi Seva" campaign while also preparing for and implementing "Special Campaign 5.0."
