The Employeesβ State Insurance Corporation (ESIC) has launched two initiatives to broaden social security and simplify compliance: SPREE-2025 (Scheme for Promoting Registration of Employers and Employees) and the AMNESTY Scheme-2025. SPREE-2025, operational until 31 December 2025, allows employers and employees not yet registered under ESIC to enrol via the ESI, Shram Suvidha, or Company Affairs portals, without requiring payment of past dues granting immediate access to health and social security benefits from their registration date. The AMNESTY Scheme-2025, effective from 1 October 2025 to 30 September 2026, offers a one-time opportunity to resolve disputes related to damages, interest, and coverage under the ESI Act. Together, these schemes aim to expand formal sector coverage, reduce litigation, and strengthen trust between regulators and enterprises. For Indiaβs policy landscape, they are significant test cases of whether compliance-friendly reforms can accelerate formalisation while sustaining ESICβs fiscal health and service delivery capacity.
Relevant question for policy stakeholders:
How can these schemes be further leveraged to accelerate formal sector inclusion across industries while ensuring long-term sustainability of ESIC funding and infrastructure?
