River Basin Management Scheme Extension Enables Basin-Level Water Governance

India extends the River Basin Management Scheme (2026–2031) with ₹2,183 crore, prioritising basin-level planning, advanced geospatial tools, and climate-resilient water governance

The Government of India has approved the extension of the River Basin Management (RBM) Scheme for 2026–2031, with a central outlay of ₹2,183 crore, marking a significant increase from the previous phase (₹1,276 crore).

The scheme reflects a shift from fragmented, project-level interventions to integrated basin-level planning, where surface water, groundwater, and ecological systems are managed together within a single hydrological unit.

Implemented by the Ministry of Jal Shakti through the Central Water Commission, Brahmaputra Board, and National Water Development Agency, the scheme focuses on strategically sensitive and hydrologically complex basins, including the Indus, Brahmaputra, Barak, and Teesta.

A defining feature of this phase is the integration of advanced geospatial and hydrological technologies, including LiDAR, drone-based surveys, GIS, and modelling tools, to prepare high-precision Master Plans and Detailed Project Reports (DPRs).

The scheme also targets region-specific challenges, including recurrent flooding and erosion in the North East and the distinct hydrological conditions of Jammu & Kashmir and Ladakh, where water availability, storage, and terrain constraints differ significantly from the rest of the country.

Key Strategic Components (2026–2031)

  • Geographical Prioritisation: Focus on the North Eastern Region, Jammu & Kashmir, and Ladakh, including transboundary river systems.

  • Technology Integration: Use of LiDAR, remote sensing, GIS, and hydrological modelling for accurate basin-level planning.

  • Flood and Erosion Control: Anti-erosion works in vulnerable areas such as Majuli Island, alongside drainage development and flood-resilient infrastructure.

  • Institutional Support: Technical and financial assistance to Special Category States, including Nagaland, Manipur, and Mizoram.

  • Community-Based Interventions: Spring-shed management and incorporation of indigenous water conservation practices.

  • Multipurpose Planning: DPRs designed to integrate irrigation, hydropower, flood control, and water storage functions.


What is “Basin-Level Planning”?

Basin-level planning treats an entire river basin as a single hydrological system, rather than dividing it along administrative boundaries.

This approach allows planners to assess how interventions in one part of the basin affect downstream flows, groundwater systems, and ecological conditions. It reduces the risk of fragmented decision-making and helps balance competing uses such as irrigation, flood control, and environmental conservation.

For the Ministry of Jal Shakti, this is central to managing inter-state water dependencies and reducing conflict across river systems.
