In a written reply in Rajya Sabha on March 11, 2026, the Ministry of Home Affairs detailed a robust, multi-pronged strategy to enhance India's coordinated response mechanism against the evolving threat of cyber-crimes. Central to this strategy is the Indian Cyber Crime Coordination Centre (I4C), which acts as a high-fidelity hub for state and central agencies to collaborate on technical and legal countermeasures. The government has operationalised the National Cyber Crime Reporting Portal, allowing citizens to report all types of cyber-crimes, especially those targeting women and children, in a seamless, digital manner. By integrating law enforcement agencies with technical experts through a "coordinated response" framework, the MHA serves as a facilitator for rapid incident reporting and mitigation. This systemic hardening is a functional prerequisite for protecting the national digital economy and ensuring that the "Citizen-Centric" safety model keeps pace with sophisticated online fraud and data breaches.

  • I4C Operational Excellence: Empowering the Indian Cyber Crime Coordination Centre to provide a unified platform for law enforcement agencies to exchange intelligence and best practices.

  • National Reporting Infrastructure: Utilizing the cybercrime.gov.in portal to enable victims to report crimes online, facilitating immediate action by the relevant State/UT police.

  • Cyber-Forensic Support: Establishing state-of-the-art forensic laboratories across the country to assist in the mechanical extraction and analysis of digital evidence.

  • Citizen Awareness (Cyber Jaagrookta): Executing massive awareness campaigns through social media and workshops to sensitize the public on preventive measures against phishing and financial fraud.

  • Manpower Training: Implementing a national-level training programme for police officers and judicial officials to enhance their technical proficiency in handling cyber cases.

  • 24/7 Helpline Integration: Strengthening the 1930 Helpline to provide immediate assistance for reporting financial cyber-crimes and enabling the "freezing" of defrauded funds.

What is the "Indian Cyber Crime Coordination Centre" (I4C)? The I4C is a specialised agency under the Ministry of Home Affairs established to handle cyber-crimes in a comprehensive and coordinated manner. It operates on the mechanical theory of "Collective Intelligence"; by centralising the monitoring of cyber-threats, it acts as a primary mechanic for bridging the gap between state-level policing and national technical expertise. The I4C is a functional prerequisite for tackling cross-border and inter-state cyber-crimes that often elude traditional localized investigations.
