PM-AJAY Digital Rollout Brings Real-Time Tracking to SC Welfare Programmes

The Ministry of Social Justice and Empowerment has launched the PM-AJAY Portal and AJAY Mobile Applicationto digitize the implementation of the Pradhan Mantri Anusuchit Jaati Abhyuday Yojna (PM-AJAY). Unveiled on 25 May 2026, the platforms shift scheme administration from paper-based systems to a centralised digital framework designed to improve transparency, monitoring, and fund management. The system is intended to support implementation across over 47,000 Scheduled Caste-majority villages and track the progress of more than 40 lakh beneficiariesnationwide.

Automating the Three Core Pillars of the Scheme

The newly deployed digital infrastructure restructures how the scheme's three primary structural components are planned, funded, and validated:

  • The Adarsh Gram Component: Paper-based planning is entirely replaced with real-time digital planning at the village level. The portal tracks model village development using a matrix of 50 monitorable socio-economic indicators distributed across 10 developmental domains. Once a digital Village Development Plan (VDP) is approved, the system automates milestone-linked financial outlays.

  • The Grants-in-Aid (GIA) Component: The portal acts as a centralized Management Information System (MIS) that aggregates state-wide data to track large-scale financial outlays for skill training journeys and individual livelihood initiatives, eliminating ground-level processing friction.

  • The Hostel Component: The platform digitizes the physical and financial tracking of educational hostels, allowing local administrators to electronically submit new construction and structural repair proposals directly from the project site.

Field-Ready Mobile Tools with Offline Functionality

The companion AJAY Mobile App extends these administrative capabilities to field teams and inspectors through a unified login system with role-based access control. Crucially, the app features an offline survey mode, enabling ground functionaries to conduct door-to-door demographic collections and generate real-time VDPs in remote areas without internet connectivity. To enforce absolute fiscal accountability and eliminate ghost assets, field inspectors are required to use the app to capture and upload geo-tagged, time-stamped photographs across critical building stages, visually validating infrastructure milestones before subsequent fund instalments are cleared.


What is “Milestone-Linked Fund Flow”?

A milestone-linked fund flow is a digital financial governance system where project funds are released only after specific physical or administrative targets are verified. Instead of relying on paperwork or fixed timelines, disbursement is tied to evidence of progress—such as approved village plans or geo-tagged construction verification—reducing delays, leakages, and ghost assets.
