NITI Aayog has released Divya Bharat: A Window to the Soul of India, a curated anthology designed to structure year-round tourism planning across States and Union Territories.
Organised through a seasonal framework, the publication maps destinations, festivals, and cultural experiences across the calendar year, encouraging a shift from peak-season travel toward distributed, all-season tourism flows.
The initiative emphasises experiential tourism, promoting deeper engagement with local communities, traditions, and regional economies. It also calls for state-led development of at least one world-class destination, signalling a move toward differentiated tourism positioning across regions.
Developed in collaboration with the Ministry of Tourism, academic institutions such as IITTM, and industry partners including Airbnb, the initiative integrates data-driven planning with destination development strategies, while highlighting both established and lesser-known locations.
Key Features of the Divya Bharat Initiative
Seasonal Structuring: Aligns destinations with specific months to distribute tourism demand across the year.
Experiential Orientation: Focus on community-based travel, local culture, and regional cuisine.
State-Level Benchmarking: Encourages each State to develop at least one globally competitive destination.
Regional Dispersion: Promotes lesser-known locations to reduce pressure on saturated sites.
Collaborative Model: Integrates central, state, academic, and private sector stakeholders.
Sustainability Focus: Links tourism expansion with local economic participation and cultural preservation.
What is “Experiential Tourism”?
Experiential tourism focuses on active engagement with local culture, livelihoods, and traditions, rather than passive sightseeing.
This includes participation in festivals, crafts, cuisine, and community-based stays, enabling tourism revenue to flow more directly to local populations while supporting preservation of intangible cultural assets.
Policy Relevance
Improves Demand Distribution: Seasonal planning reduces peak-load stress and enables more efficient use of tourism infrastructure.
Strengthens Local Economies: Community-linked tourism models increase income retention at the local level.
Supports Destination Differentiation: State-level focus encourages competitive positioning and diversified tourism offerings.
Enables Data-Driven Planning: Structured mapping of travel patterns supports targeted infrastructure investment.
Enhances Sustainability: Shifting toward distributed tourism reduces ecological and cultural pressure on high-traffic sites.
Relevant Question for Policy Stakeholders: How will the Ministry of Jal Shakti integrate the new LiDAR-based flood data with the PM GatiShakti portal to ensure that future infrastructure projects are not built in high-risk erosion zones?
