The 2025 Multilateral Organisation Performance Assessment Network (MOPAN) assessment of UNESCO, covering 2019 to April 2024, reports significant improvement in institutional performance, with 82 percent of micro-indicators rated satisfactory or higher. UNESCO was found to be a strong normative actor, particularly in areas such as education standards, freedom of expression, AI ethics, science, and culture. Operational advances include the rollout of UNESCORE, a new digital platform for results-based budgeting, and strengthened audit and evaluation mechanisms. However, the review identified continuing challenges: reliance on fragmented and unpredictable funding streams, uneven application of results-based management in field offices, and governance gaps that affect accountability and delivery. The assessment suggests that while UNESCO has improved its strategic coherence and normative leadership, sustainable financing and stronger field-level systems remain critical for impact.
