MoCI's Five-Point Roadmap to Promote Design Innovation

Addressing a Post Budget Webinar today, the Union Minister of Commerce & Industry, Shri Piyush Goyal, underscored that design will be a functional prerequisite for India’s "Decisive Decade of Development," acting as a primary mechanic to elevate the nation from a manufacturing hub to a global innovation leader. He emphasised that high-fidelity design thinking is essential for enhancing the global competitiveness of Indian products, ensuring they are not only "Made in India" but "Designed in India" for the world.

To operationalise this vision, the government has introduced a Five-Point Roadmap to integrate frontier technologies with traditional craftsmanship and deepen industry-academia linkages. By prioritising user-centric innovation and sustainable aesthetics, the Ministry aims to bypass traditional manufacturing limitations, positioning Indian design as a foundational pillar for the Viksit Bharat 2047 mission.

Five-Point Roadmap to Promote Design Innovation

  • NIDs as Regional Knowledge Hubs: Positioning the National Institutes of Design (NIDs) as central knowledge hubs that use their diverse campuses to promote and socialise the importance of innovative design across different regions of India.

  • Deepening MSME & Artisan Linkages: Strengthening the bond between academia and industry through the establishment of design clinics and live cluster projects. This involves making design accessible to handicraft weavers, handloom workers, and traditional artisans to help define the "India story".

  • Service & Brand India Design Labs: Creating specialised labs focused on "Service Design" and "Brand India" to improve the high-fidelity citizen experience in critical sectors such as governance, tourism, and healthcare.

  • Joint AI & Frontier Tech Labs: Establishing collaborative design labs for Artificial Intelligence and frontier technologies in partnership with technical institutes to expand the functional linkages between students and industry.

  • Model Public-Private Partnership (PPP) Campus: Developing the new NID in eastern India as a model campus that actively promotes PPPs and supports not-for-profit organisations working with the handloom and handicraft sectors.

What are "Design Clinics"? Design clinics are functional advisory platforms where MSMEs and traditional artisans can receive professional design consultancy to improve their product's aesthetic and functional value. They operate on the mechanical theory that small-scale industries often lack the in-house resources for high-fidelity product development. By providing a structured link between NID experts and local clusters, these clinics act as a primary mechanic for "simplifying" design, making it a prerequisite for artisans to compete in modern, design-conscious global markets.


Policy Relevance: India’s Journey to 2047

  • Operationalising Product Value: The focus on design acts as a primary mechanic for the DPIIT to move Indian exports from the low-margin commodity segment to high-margin, "Designed-in-India" premium products.

  • Internalising Technological Leadership: The establishment of joint AI labs provides a functional framework for the Ministry of Electronics & IT (MeitY) to integrate indigenous frontier technologies into the creative value chain.

  • Bypassing the "Middle-Income Trap": Elevating the role of design is a prerequisite for ensuring that India’s economic growth is driven by innovation and high-value services rather than just labour-intensive assembly.

  • Link to Global Soft Power: Promoting the "Brand India" through improved service design in tourism and healthcare is a foundational step for India to project its cultural identity through modern, high-fidelity experiences.
