Ministry of MSME: Integrated Strategy for Digital Adoption, Green Transition, and Women’s Empowerment

On March 9, 2026, the Ministry of MSME detailed a multi-pronged federal strategy to modernise India’s small business sector through rapid digital adoption, energy-efficient "green" practices, and targeted support for women entrepreneurs, in written replies in Rajya Sabha.

To close the digital divide, the MSME TEAM Scheme has successfully enabled thousands of MSMEs to leverage the ONDC Network, while institutional frameworks like NITI Aayog’s Monitoring Framework track real-world outcomes. Simultaneously, the Ministry is operationalising a green transition via the MSE-GIFT and MSE-SPICE schemes, providing interest subventions and capital subsidies for circular economy practices. A critical pillar of this roadmap is the empowerment of over 3.07 crore women-led enterprises, which now benefit from enhanced 90% credit guarantee coverage and mandated 3% public procurement quotas. By integrating traditional craftsmanship through PM Vishwakarma with modern digital and green technologies, the government acts as a primary mechanic for building a resilient, inclusive, and future-ready MSME ecosystem.

Key Pillars of the MSME Modernisation Roadmap

  • Digital Ecosystem Integration (TEAM Scheme): Facilitating e-commerce onboarding and supply chain digitisation, resulting in over 2 lakh merchants transacting on the ONDC Network as of Dec 2025.

  • Green Investment & Circular Economy: Implementing the MSE-GIFT scheme (2% interest subvention for green tech) and MSE-SPICE (25% capital subsidy for circular economy) to decouple industrial growth from environmental impact.

  • ADEETIE Energy Efficiency: Partnering with the Bureau of Energy Efficiency to provide 3–5% interest subvention for deploying energy-efficient technologies across 14 intensive sectors.

  • Enhanced Credit for Women (CGTMSE): Providing a high-fidelity 90% credit guarantee cover and a 10% fee relaxation specifically for women-led Micro and Small Enterprises.

  • Traditional Craft Empowerment (PM Vishwakarma): Delivering stipend-supported basic and advanced skill training, digital literacy, and modern toolkits to artisans in 18 diverse trades.

  • Preferential Subsidy & Procurement: Allocating a higher 35% subsidy under PMEGP for women and mandating that 3% of annual procurement by CPSEs is sourced from women entrepreneurs.

What is the "MSE-GIFT" Scheme? The Micro and Small Enterprises Green Investment and Financing for Transformation (MSE-GIFT) Scheme is a specialized financial instrument designed to accelerate the adoption of energy-efficient and green technologies. It operates on the mechanical theory that high upfront costs are a prerequisite barrier to green transitions for small units. By providing a 2% interest subvention, the scheme makes sustainable technology affordable, enabling MSMEs to reduce their carbon footprint while improving long-term operational cost-efficiency. When paired with ZED (Zero Defect Zero Effect) certification support, it acts as a functional driver for making Indian MSMEs globally competitive in an increasingly "green" supply chain.


Policy Relevance: Strengthening "Bharat’s" Industrial Core

  • Operationalising Digital Equity: The TEAM Scheme acts as a primary mechanic for MeitY and MSME to ensure that rural artisans can bypass traditional intermediaries and reach global markets via ONDC.

  • Internalizing Climate Goals: The ADEETIE and MSE-SPICE schemes provide a functional framework for the Ministry of Power to meet national energy intensity reduction targets through cluster-level outreach.

  • Bypassing Collateral Barriers: The 90% guarantee cover under CGTMSE for women serves as a prerequisite for the Department of Financial Services to ensure that female entrepreneurs are not denied credit due to a lack of third-party guarantees.

  • Link to "Yashasvini" Campaign: Creating mass awareness about these schemes acts as a foundational step for the government to move from policy formulation to active participation by 3.07 crore registered women-led firms.
