Ministry of Defence: Mission Mode for Drone Manufacturing and Deep-Tech Innovation

At the National Defence Industries Conclave, Raksha Mantri Shri Rajnath Singh declared a "mission mode" objective for India to emerge as a global hub for indigenous drone manufacturing. Highlighting the shift in future warfare seen in recent global conflicts, the government is prioritizing strategic autonomy by mandating self-reliance not just at the product level, but at the component level—including software, engines, and batteries.

To drive this, the Ministry unveiled over 200 new problem statements under DISC-14 and ADITI 4.0, specifically targeting startups and MSMEs. Since the inception of iDEX in 2018, the ecosystem has grown to include 676 innovators, with 58 prototypes already cleared for procurement worth ₹3,853 crore, signaling a move from conceptual innovation to tangible military hardware.

Key Strategic Focus Areas in Defence Production

  • Drone Manufacturing Ecosystem: Targeted push for 100% indigenous drones, encompassing molds, software, and critical battery technology to eliminate import reliance.

  • Deep-Tech Integration: Government is incentivising the adoption of Artificial Intelligence (AI), Robotics, and Additive Manufacturing to modernise the MSME production base.

  • Institutional Support for Innovation: Launch of DISC-14 (82 challenges) and ADITI 4.0 (25 challenges) to solve specific operational hurdles for the Armed Forces and Coast Guard.

  • Digital Transformation: Deployment of 'Digital Twins' and simulation tools to comprehend complex systems and facilitate informed, data-driven decision-making.

  • MSME Vertical Integration: A policy push for MSMEs to partner with large-scale industries and DPSUs, moving toward Industry 4.0 standards.

  • Financial Commitment: 45 procurement contracts worth nearly ₹2,326 crore have already been signed with iDEX winners as of February 2026.

What is the "ADITI" Scheme? ADITI (Acing Development of Innovative Technologies with iDEX) is a high-impact scheme designed to promote breakthrough innovations in critical and strategic defence technologies. It plays a role in providing substantial grants to startups and MSMEs to develop deep-tech solutions that meet the specific, high-end requirements of the Defence Forces and the Defence Space Agency. The scheme is supported by the goal of achieving "Aatmanirbharta" in niche areas where India has historically been import-dependent. By offering mentorship and access to DPSU testing facilities, ADITI reflects growth in India’s ability to nurture a self-reliant defence industrial base that can compete on a global scale.
