The Ministry of Electronics and Information Technology has established a national institutional framework for Artificial Intelligence by constituting two bodies: the AI Governance and Economic Group (AIGEG) and the Technology and Policy Expert Committee (TPEC). This operationalises recommendations from India’s AI governance guidelines and the Economic Survey, moving from advisory principles to institutional structure.

The AIGEG, chaired by the Minister for Electronics and IT, functions as the apex inter-ministerial body responsible for aligning AI policy across sectors. Its mandate focuses on ensuring that AI deployment remains consistent with labour market conditions, economic stability, and national security priorities.

The TPEC, chaired by the Secretary, MeitY, serves as a standing expert body that brings together inputs from academia, industry, and policy. It translates global technological developments and regulatory approaches into actionable policy guidance.

Together, the two-tier structure separates strategic coordination from technical advisory, creating a governance model that can respond to rapid technological change while maintaining policy coherence across ministries.

Key Features of the New Framework

  • Whole-of-Government Approach: The AIGEG aligns the actions of ministries, departments, and regulators under a single coherent national AI strategy.

  • Economic Safeguards: The framework specifically addresses the need to align AI deployment with labor realities and social stability priorities.

  • Expert-Led Advisory: The TPEC provides specialised knowledge on global developments, emerging risks, and international AI governance forums.

  • Institutional Synergy: The AIGEG provides strategic direction, while the TPEC provides subject matter guidance through actionable insights.

  • High-Level Membership: AIGEG members include senior stakeholders from across policy, science, technology, security, and economic affairs.

  • International Engagement: The framework supports India’s ability to make informed decisions during international negotiations on AI regulation.

Policy Relevance

  • Ensures Policy Predictability: By centralizing AI governance under the AIGEG, the government provides a clear and coherent regulatory roadmap for domestic startups and global investors.

  • Mitigates Economic Disruption: The focus on "labour realities" within the AIGEG's mandate highlights a shift toward protecting the workforce from rapid AI-induced displacement.

  • Balances Innovation with Risk: The TPEC's role in monitoring global "emerging technologies and risks" ensures that India’s regulatory framework stays ahead of potential technological harms.

  • Strengthens Global Standing: A formal institutional framework allows India to participate more effectively in global AI standard-setting bodies and international forums.

  • Adapts to Rapid Change: The two-tier structure, that is, strategic (AIGEG) and technical (TPEC), enables the government to update its policies quickly as AI capabilities evolve.

Relevant Question for Policy Stakeholders: With the AIGEG tasked to align AI deployment with 'labour realities,' what specific data-sharing protocols will be established between the Ministry of Labour and MeitY to track AI-driven job displacement in real-time?
