The Ministry of Road Transport and Highways has proposed phased implementation of Vehicle-to-Vehicle communication under the Central Motor Vehicles Rules, 1989. The system is intended to complement onboard sensors by warning vehicles about dangers beyond the driver’s or camera’s direct line of sight.

Vehicles Will Be Able to Warn One Another
In a draft notification issued on 3 August 2026, the Ministry of Road Transport and Highways proposed creating a national regulatory framework for Vehicle-to-Vehicle communication systems.
V2V allows nearby vehicles to continuously share information such as speed, position, direction and acceleration. When one vehicle brakes suddenly or moves towards a possible collision, surrounding vehicles can receive an advance warning even before their drivers can see the danger.
This is particularly important at blind intersections, around curves, in poor visibility or when another vehicle is hidden behind traffic. Unlike systems that depend only on cameras, radar or driver reaction, V2V can communicate beyond the direct line of sight.
Implementation Will Begin in Two Stages
The transition is proposed in phases to give manufacturers, testing agencies and technology suppliers time to prepare.
From 1 October 2027, vehicles manufactured with V2V systems will have to meet AIS-230. From 1 October 2028, installation of compliant systems will become mandatory for newly manufactured vehicles in the specified categories, covering a broad range of two-wheelers, passenger vehicles and goods vehicles.
The enabling spectrum decision has already been taken. In June 2026, the Department of Telecommunications exempted the 5.875–5.925 GHz band from licensing requirements for V2V and other Intelligent Transportation System applications.
AIS-230 Creates a Common Technical and Security Baseline
AIS-230 specifies minimum requirements for factory-installed onboard communication units. These include radio performance, output power, receiver sensitivity, satellite-based positioning, electrical safety and resistance to electromagnetic interference.
Cybersecurity is also central because false or manipulated messages could create new safety risks. The standard therefore covers communication security alongside the performance requirements for road-safety applications.
The first proposed use cases include alerts for:
sudden emergency braking;
possible forward collisions;
vehicles travelling in the wrong direction; and
approaching ambulances, fire vehicles or other emergency services.
The standard was developed following recommendations of a national task force on Intelligent Transportation Systems and was considered by the Central Motor Vehicles Rules–Technical Standing Committee in May 2026.
What is C-V2X?
Cellular Vehicle-to-Everything is a communication technology that allows vehicles to exchange safety information directly with other vehicles and, potentially, with road infrastructure and transport networks.
Policy Relevance
Shift from reactive to preventive road safety: V2V systems can alert drivers and vehicle systems to sudden braking, collision risks, or wrong-way movement before the danger becomes directly visible. This can reduce dependence on driver reaction time and help prevent crashes rather than only limiting their impact.
Ensure interoperability across manufacturers: A common national standard is essential so that vehicles made by different companies can exchange and correctly interpret safety messages. Without interoperability, the system would become fragmented, and its effectiveness would decline as vehicles move across brands, states and road networks.
Build strong cybersecurity safeguards: Connected vehicles could be exposed to spoofed warnings, manipulated location data or unauthorised access. Certification must therefore be supported by secure communication protocols, regular software updates, vulnerability reporting and clear recall mechanisms.
Prepare specialised testing infrastructure: Certification agencies will need facilities and trained personnel to assess radio performance, positioning accuracy, software reliability and communication security. Testing should also cover real-world conditions such as congestion, poor visibility, weak signals and high-speed traffic.
Integrate vehicles with road and emergency infrastructure: V2V can serve as the foundation for broader communication among vehicles, traffic signals, highways, and emergency control systems. Such integration could improve ambulance movement, traffic management, hazard alerts and coordinated responses on accident-prone corridors.
