Summary

Madhya Pradesh has announced a major MSME-focused industrial push aimed at making small enterprises the foundation of employment-led growth. Chief Minister Dr. Mohan Yadav said the state plans to establish one crore MSMEs by 2047, to promote industry in every district, employment in every family and opportunities for every youth.

At the ‘Samriddh MSMEs, Vikasit Madhya Pradesh’ programme, the Chief Minister disbursed over ₹360 crore in incentives to 900 MSME units through a single-click transfer. Pending liabilities up to March 31, 2026, were cleared, along with support for effluent treatment plants, mandi fee reimbursement and electricity tariff assistance.

The state currently has over 24 lakh MSME units, employing more than 1.25 crore people. Women entrepreneurship is also growing, with more than 4.41 lakh MSME units led by women. The government has committed ₹4,500 crore over the next two-and-a-half years to strengthen MSMEs.

Industrial infrastructure is being expanded through new industrial areas, clusters and plot allotments. In the past two-and-a-half years, 30 industrial areas and 14 clusters were approved, while 1,063 plots were allotted. The next phase targets 60 new industrial areas and clusters and more than 6,000 plots for entrepreneurs.

The state is also positioning itself as a start-up hub. Madhya Pradesh has over 7,400 start-ups, nearly 3,400 of which are women-led. Under the Chief Minister Udyam Kranti Yojana, loans worth over ₹1,630 crore have been provided to more than 23,500 youth.

Policy Relevance

  • Employment-Led Growth: MSMEs are already a major job creator in Madhya Pradesh, with over 24 lakh units employing more than 1.25 crore people. Expanding MSMEs can create local jobs, reduce migration and provide opportunities for youth across districts.

  • District-Level Industrialisation: The push for new industrial areas, clusters and MSME centres can take industrial growth beyond major cities. This can support balanced regional development and strengthen local economies.

  • Women and Inclusive Entrepreneurship: With more than 4.41 lakh women-led MSME units and nearly 3,400 women-led start-ups, the policy can deepen women’s economic participation and support first-generation entrepreneurs.

  • Access to Finance and Infrastructure: Incentives, loan assistance, concessional land and plug-and-play facilities can reduce entry barriers for small businesses and improve investment confidence.

  • Start-Up and Global Competitiveness: Incubation centres, technology support and market guidance can help local enterprises scale nationally and internationally, making Madhya Pradesh a stronger manufacturing and start-up hub.
