Madhya Pradesh SpaceTech Policy-2026: Establishing a Regional Hub for the Space Economy

SDG 4: Quality Education | SDG 8: Decent Work and Economic Growth | SDG 9: Industry, Innovation and Infrastructure

Government of Madhya Pradesh | Indian Space Research Organisation ISRO

On 22 March 2026, Chief Minister Dr. Mohan Yadav announced the implementation of the Madhya Pradesh SpaceTech Policy-2026, aiming to transform the state into a premier hub for India's expanding space economy. The policy provides a comprehensive roadmap for the upstream (launch vehicles), midstream (mission operations), and downstream (AI data analytics) segments of the space sector.

Central to this initiative is the establishment of a SpaceTech Centre of Excellence and a dedicated Research and Development Centre for Astrophysics in Ujjain. To stimulate private participation, the state has designated a ₹200 crore strategic fund for startups and offers capital subsidies of up to 40% (max ₹150 crore) for large-scale SpaceTech industries.

Key Incentives and Infrastructure Developments

  • Financial Support for Startups: Offers "Idea-to-Prototype" grants of up to ₹75 lakh and technology acquisition support of up to ₹1 crore.

  • Testing and Certification: Provides 75% reimbursement for global certifications (ISRO, IN-SPACe, ISO) and grants of up to ₹15 crore for developing testing facilities.

  • Skill Development: Introduces specialized courses in higher education with ₹20 lakh grants and student internships featuring a ₹10,000 monthly stipend.

  • Advanced Infrastructure: Development of Space Systems and Applications Parks, SmallSat Digital Twin Labs, and high-performance computing data centers.

  • Scientific Temper: Launch of 'Mission Kalpana' for school students and a ₹25,000 incentive for students selected for ISRO’s YUVIKA program.

  • Nodal Agency: The MP Micro, Small and Medium Enterprises Development Corporation (MPMEDC) will serve as the single-window clearance for all SpaceTech investors.

What is "Space Situational Awareness" (SSA)? Space Situational Awareness refers to the ability to monitor, track, and predict the movement of objects in Earth's orbit, including active satellites and space debris. It plays a role in preventing the "orbital crises" identified by UNIDIR by providing the data necessary to execute autonomous collision avoidance maneuvers. SSA is supported by the goal of ensuring long-term orbital sustainability, allowing operators to protect high-value assets from cascading collisions. By including SSA and AI-based data analytics in its roadmap, Madhya Pradesh reflects growth in its transition from a manufacturing-only state to a critical provider of the "intelligence" required to manage increasingly congested low Earth orbits.

Policy Relevance: Aligning Regional Policy with National Ambition

  • Scaling Space Infrastructure: The 40% capital subsidy for SpaceTech industries reflects growth in the state's intent to attract heavy manufacturing, such as launch vehicle and propulsion system assembly.

  • Internalising Ethical AI: By focusing on AI-based data analytics for space, the policy plays a role in operationalising the "Ethical AI" standards promoted by UNIDIR, ensuring that automated orbital decisions are transparent and data-driven.

  • Bypassing the Skills Gap: The dedicated SpaceTech fellowships and university grants are supported by the need to close the 2.5% annual "automation-upskilling gap" highlighted in UNIDO employment trends.

  • Supporting "Aatmanirbhar" Space Tech: The reimbursement for patent costs (50%) and certification contributes to the domestic development of indigenous IP, reducing reliance on foreign space components.

  • Leveraging Digital Governance: The use of single-window clearance through MPMEDC mirrors the efficiency-driven "digital pathways" launched for the Indian Carbon Market Portal.

Relevant Question for Policy Stakeholders: In what ways can the government utilise Mission Kalpana data to mechanically correlate early exposure to space science with an increase in STEM enrolments across Madhya Pradesh?
