Madhya Pradesh: Aviation Policy 2025 Driving Regional Air Expansion

SDG 11: Sustainable Cities and Communities | SDG 9: Industry, Innovation and Infrastructure | SDG 8: Decent Work and Economic Growth

Government of Madhya Pradesh | Ministry of Civil Aviation MoCA

The Madhya Pradesh Chief Minister Dr. Mohan Yadav has announced the launch of a thrice-weekly air service between Rewa and Raipur, marking a significant milestone under the Madhya Pradesh Aviation Policy 2025. The policy is designed to systematically expand air connectivity, with recent approvals already granted for flights from Jabalpur to Kolkata and Indore to Abu Dhabi.

The state's aviation infrastructure is growing rapidly, with the number of airports set to increase from eight to ten following the completion of projects in Ujjain and Shivpuri. This expansion is supported by the Prime Minister’s vision of universal air travel and is backed by a robust financial framework that includes capital subsidies for cargo logistics and 60% fee support for aviation students.

Key Pillars of the MP Aviation Policy 2025

  • Network Expansion: Thrice-weekly flights between Rewa and Raipur launched via Alliance Air; Rewa is now connected to Delhi, Indore, and Raipur.

  • Financial Incentives: The state provides ₹10 lakh for domestic and ₹15 lakh for international routes to promote new flight operations.

  • Infrastructure Milestones: Madhya Pradesh currently operates 8 airports, with Ujjain and Shivpuri under development; the state also maintains 20 airstrips and 220 helipads.

  • Logistics & Cargo: A 30% capital subsidy is provided for air cargo projects, focusing on developing cargo clusters for agricultural produce.

  • Innovative Pricing: Implementation of the "One Route, One Fare" system with Alliance Air, the first such agreement of its kind in India.

  • Specialised Services: Successful rollout of the PM Shri Air Ambulance Service for emergencies and religious tourism heli-services for wildlife and heritage sites.

What is the "One Route, One Fare" System? The "One Route, One Fare" system is a unique pricing agreement between the Madhya Pradesh government and Alliance Air designed to make regional air travel predictable and affordable. It plays a role in simplifying the booking process for passengers by maintaining a standardized ticket price regardless of the booking time, thereby bypassing the dynamic pricing models typically used by commercial airlines. This initiative is supported by the goal of realizing the "Ude Desh ka Aam Nagrik" (UDAN) vision, ensuring that air connectivity remains accessible to the common man. By stabilizing fares on regional routes like Rewa–Raipur, the system reflects growth in the state's efforts to integrate the historically significant Vindhya region into the national economic and cultural mainstream.

Policy Relevance: Anchoring Regional Connectivity and Skill Growth

  • Scaling Multi-Modal Logistics: The 30% subsidy for air cargo reflects growth in the state's strategy to make freight transport faster and cheaper, particularly for perishable agricultural goods.

  • Internalising Aviation Education: Providing 60% fee support for non-simulator aviation courses plays a role in building a local workforce to sustain the state's expanding airport infrastructure.

  • Bypassing Geographical Isolation: Upgrading airstrips in Shahdol, Neemuch, and Chhindwara into full airports is supported by the need to spread economic development to previously underserved regions.

  • Supporting Emergency Healthcare: The PM Shri Air Ambulance Service contributes to strengthening the state's social infrastructure, ensuring that high-fidelity medical support reaches remote areas during emergencies.

Relevant Question for Policy Stakeholders: What criteria are used under the Aviation Policy 2025 to determine which new domestic routes qualify for the ₹10 lakh financial assistance?
