India’s AVGC Roadmap: Scaling School & College Content Labs

On 10 March 2026, a post-budget webinar detailed the operational roadmap for establishing 15,000 AVGC Content Creator Labs in secondary schools and 500 in colleges, supported by an initial ₹250 crore allocation in Union Budget 2026. The initiative, coordinated by the Indian Institute of Creative Technologies (IICT), Mumbai, is designed to meet the projected demand for two million professionals in the Animation, Visual Effects, Gaming, and Comics (AVGC) sector by 2030. This framework acts as a primary mechanic for the "Create in India" mission, moving beyond intent to invest directly in a high-fidelity talent pipeline from a young age. By adopting a Public-Private Partnership (PPP) model, the government ensures that these labs are equipped with industry-standard production tools and provide students with formal Digital Skill Certifications aligned with global creative standards.

Key Pillars of the AVGC Content Creator Labs Roadmap

  • Massive Infrastructure Rollout: Setting up labs in 15,000 schools and 500 colleges nationwide to ensure grassroots access to creative technology.

  • "Create in India" Talent Discovery: Launching challenges and competitions to discover original Indian IPs and nurture them through mentorship and incubation.

  • Industry-Led PPP Framework: Utilising the IICT's partnership with global tech leaders (e.g., Google, Meta, Adobe) to ensure curricula and tools remain at the cutting edge.

  • Formal NEP Integration: Aligning lab activities with the National Education Policy 2020 to provide students with a balance of foundational education and specialised creative training.

  • Teacher & Mentor Certification: Standardising teacher training on global platforms to ensure that lab instructors are certified and industry-ready.

  • Direct-to-Market Internships: Establishing functional linkages between these labs and global studios to provide students with real-world production experience.

What is the "Create in India" Mission? The "Create in India" mission is a national campaign aimed at transforming India from a service-provider into a global leader in original content creation and Intellectual Property (IP). It operates on the mechanical theory that original design and digital storytelling are high-value drivers of the "Orange Economy". By establishing Content Creator Labs, the mission acts as a functional prerequisite for youth to move from consuming digital media to producing world-class content that promotes Indian culture globally.

  • Operationalising Vocational Education: The labs serve as a primary mechanic for the Ministry of Education to deliver on the NEP 2020 mandate of skill-based learning in high-growth sectors.
