Institutions: Ministry of Communications
At the Global Symposium for Regulators (GSR 2025) in Riyadh, Union Minister of Communications Jyotiraditya M. Scindia urged regulators worldwide to evolve from gatekeepers to ecosystem builders. He highlighted Indiaβs recent reforms, including the Telecommunications Act, 2023 and Telecom Cybersecurity Rules, 2024, as part of a future-ready digital framework. Instruments such as the Digital Bharat Nidhi fund and the IndiaAI Mission were cited as examples of mechanisms supporting inclusive and innovative growth.
Scindia also called for greater international cooperation on spectrum harmonization, cost rationalization, and disaster-resilient green networks. He proposed a Digital Consumer Charter to safeguard fairness and trust in the digital economy. The remarks position India as an active participant in shaping global approaches to digital governance.
Relevant question for policy stakeholders: What mechanisms can ensure that Indiaβs international advocacy on digital governance, such as the Digital Consumer Charter translates into enforceable global norms?
