India Is Building National Time Infrastructure

Modern digital systems depend not only on data and connectivity but also on precise and trusted time. Every financial transaction, telecom signal, electricity grid operation and digital government service relies on devices sharing the same accurate time reference.

To strengthen this capability, the Government has commissioned a White Rabbit Technology-based Indian Standard Time Dissemination Demonstration Network at the Regional Reference Standard Laboratory (RRSL), Bengaluru. The project has been jointly developed by the Department of Consumer Affairs, CSIR–National Physical Laboratory (CSIR–NPL) and ISRO.

The demonstration network securely distributes Indian Standard Time, traceable to India's national time standard maintained by CSIR–NPL, using the high-precision White Rabbit synchronisation protocol. The project is intended to validate both the technology and the institutional framework before wider national deployment.


Precision Time Supports Critical Digital Infrastructure

The Department of Consumer Affairs, together with CSIR–NPL, ISRO, SEBI, the National Stock Exchange (NSE), BSNL and other stakeholders, has successfully verified secure time dissemination between RRSL Bengaluru and NSE Chennai.

The demonstration network forms part of the Government's "One Nation, One Time" initiative, which seeks to establish a common, authoritative and indigenous national time-synchronisation framework.

Beyond improving operational efficiency, a trusted national time source can strengthen consumer protection, fair trade, cybersecurity and regulatory compliance by ensuring that digital transactions, measurements and official records use consistent timestamps.

The initiative also complements ongoing reforms in Legal Metrology, linking trusted measurement standards with India's broader digital public infrastructure. While CSIR–NPL provides the national reference standard for time, ISROcontributes technical expertise for developing a resilient and indigenous dissemination network.


From Demonstration to Nationwide Deployment

The successful verification marks an important technological milestone, but the demonstration network represents only the first stage of implementation.

Scaling the system nationwide will require secure interoperability standards, compatible equipment across sectors, resilient communication networks, cybersecurity safeguards and institutional coordination among regulators, infrastructure operators and private-sector users.

If deployed successfully, the initiative could establish precision time as a foundational component of India's digital public infrastructure alongside trusted identity, payments and digital governance platforms.


What Is White Rabbit Technology?

White Rabbit is a high-precision network synchronisation technology based on an enhanced version of the Precision Time Protocol (PTP). It enables geographically distributed devices to share an extremely accurate common time reference over communication networks, making it suitable for applications requiring precise coordination, including financial markets, telecommunications, power systems, scientific research and strategic infrastructure.
