Four CSIR Laboratories Link 150 Startups with Industry at Kolkata Innovation Conclave

The two-day gathering produced eight memoranda of understanding, four technology-transfer initiatives and two product launches, while showcasing public research in minerals, medicine, materials and machines for commercial adoption

Four Public Laboratories Presented a Combined Technology Portfolio

The conclave brought together four laboratories under the Council of Scientific and Industrial Research through a “4M” framework—Minerals, Medicine, Materials and Machines. The grouping combines capabilities that would ordinarily be presented through separate institutions and technical fields.

Research available for licensing or commercial collaboration covered advanced materials, healthcare, industrial machinery, sanitation, waste management and sustainable engineering. The format was intended to help companies and startups identify technologies relevant to both industrial production and public needs.


Commercialisation Produced Initial Agreements, but Outcomes Remain to Be Seen

The conclave generated eight memoranda of understanding and four technology-transfer initiatives, alongside two product launches. These are the clearest immediate outputs of the event and distinguish it from a conference centred only on discussion.

The release does not disclose which technologies were transferred, whether the arrangements involve licensing or joint development, or what investment and implementation schedules have been agreed. Their significance will therefore depend on whether they progress to product development, industrial trials, manufacturing and market adoption.


Kolkata Was Used to Extend Innovation Networks Beyond Established Hubs

Approximately 150 startups participated, supported by exhibitions and direct engagement with laboratories, investors, incubators and manufacturers. The regional focus reflects an effort to take national research–industry platforms beyond the largest startup centres.

The government’s position that more than half of Indian startups are based outside metropolitan areas was presented as the rationale for conducting such engagements in different cities. Kolkata followed earlier editions in Mumbai, Lucknow, Hyderabad, Chennai and Bengaluru.


Eastern India’s Industrial Base Shaped the Research Agenda

The programme placed particular emphasis on sectors with an established presence in eastern India, including steel, aluminium, mining, machinery and materials. Discussions covered critical-mineral processing, decarbonisation and research support for smaller manufacturers.

The wider institutional network identified around the conclave includes IIT Kharagpur, the Indian Institute of Science Education and Research Kolkata and the National Institute of Technology Durgapur. Connecting this academic base with CSIR laboratories and regional industry could support a more concentrated science-and-manufacturing network in eastern India.


New Research Funding Increases the Need for Commercial Pathways

The conclave was situated alongside the proposed ₹1 lakh crore Research, Development and Innovation Fund and the work of the Anusandhan National Research Foundation, which supports collaboration among academia, industry and research institutions.

Greater research financing can expand the supply of new technologies. Its economic value will also depend on institutions that can identify commercial partners, finance demonstration projects and support the difficult transition from a laboratory prototype to repeatable production.


Policy Relevance

India’s innovation challenge is not limited to generating research; it also involves giving firms outside established technology hubs access to public laboratories, testing capabilities, intellectual property and potential investors.

  • Regional access: Rotating the platform across cities can bring public research closer to startups and manufacturers that may not participate in Delhi, Bengaluru or Mumbai-based networks.

  • Complementary laboratory capabilities: The 4M grouping provides companies with a broader entry point into CSIR’s expertise. This can be particularly useful when an industrial problem requires inputs from more than one technical discipline.

  • Commercial follow-through: Memoranda and technology transfers become policy-relevant when they produce funded pilots, validated products, manufacturing capacity or licensing revenue. Tracking these stages would show whether the conclave is creating durable commercial partnerships rather than only event-level outputs.

  • Access for smaller firms: Micro, small and medium enterprises may benefit most from shared research capabilities, but often have the least capacity to finance testing and scale-up. The value of the platform will depend partly on whether transferred technologies are accompanied by technical support and feasible financing routes.


Relevant Question for Policy Stakeholders: What support should follow a CSIR technology transfer so that startups and smaller manufacturers outside major innovation hubs can move laboratory technologies through testing, scale-up and commercial production?
