Democratising the Orange Economy: Launch of National AI Skilling, MyWAVES, and In-built Satellite Tuners

The Union Minister Shri Ashwini Vaishnaw has launched three landmark initiatives to strengthen India's "Orange Economy" (creative sector) and democratise access to digital technology. Key to this rollout is the National AI Skilling Initiative, a partnership with Google and YouTube to provide free, two-phase training to 15,000 creators and media professionals through the Indian Institute of Creative Technologies (IICT).

Simultaneously, the Ministry introduced MyWAVES, a dedicated feature on the WAVES OTT platform that enables citizens to transition from content viewers to creators by uploading user-generated content (UGC).

Furthermore, to simplify broadcasting access, the Government announced the rollout of Advanced Electronic Programme Guides (EPG) and in-built satellite tuners in television sets, effectively eliminating the need for separate set-top boxes for DD Free Dish services.

The Three Pillars of the MIB Digital Push

  • National AI Skilling Initiative:

    • Phase I (March–June 2026): Foundational AI learning via Google Career Certificates, covering AI Essentials and Generative AI.

    • Phase II (July–December 2026): Hands-on project specialization using advanced tools like Gemini 3 and Vertex AI for animation, VFX, and gaming (AVGC).

  • MyWAVES (Citizen Creator Platform):

    • A multilingual interface within WAVES OTT for short videos and episodic content.

    • Integrated with the "Create in India Challenge" to foster a vibrant digital ecosystem for regional storytellers.

  • Hardware Innovation (DD Free Dish):

    • In-built tuners in new TV sets allow direct reception of satellite signals, reducing consumer costs, wiring, and hardware clutter.

    • Advanced EPG provides an intuitive interface for browsing schedules directly on the TV screen.


What is the "Orange Economy"? The Orange Economy, also known as the Creative Economy, encompasses all sectors whose value is based on intellectual property, including arts, design, media, and digital content creation. It plays a role in driving economic growth through innovation and cultural expression, often serving as a primary source of employment for youth in the digital age. This concept is supported by the goal of democratizing technology so that creators from regional India can monetize their unique traditions and stories. By integrating AI skilling with OTT platforms, the Government reflects growth in its strategy to position India as a global hub for digital content, ensuring that technology acts as an enabler for the "creator economy".


Policy Relevance: Scaling India’s Digital Content Ecosystem

  • Scaling AI Competencies: The training of 15,000 professionals reflects growth in the government's push to close the "upskilling gap" in high-growth sectors like AVGC (Animation, Visual Effects, Gaming, and Comics).

  • Internalising Consumer Cost Savings: Eliminating the set-top box plays a role in making public broadcasting more affordable for rural households, mirroring the "ease of living" improvements seen in Jal Jeevan Mission 2.0.

  • Bypassing the Digital Divide: MyWAVES' multilingual interface is supported by the need to ensure regional language creators have the same platform visibility as metropolitan influencers.

  • Supporting "Viksit Bharat" Soft Power: Empowering citizens to share India’s rich culture through WAVES OTT contributes to the national objective of enhancing India’s global cultural footprint by 2047.

  • Leveraging AI for Storytelling: Utilising tools like Vertex AI allows Indian creators to mechanically enhance production quality, ensuring domestic content remains competitive in a global market dominated by "AI factories".

Relevant Question for Policy Stakeholders: Will the IICT/Google certificates from the National AI Skilling Initiative be recognised as valid credits under the National Credit Framework (NCrF) for higher education?
