Digital adoption has reached significant milestones, with 93.78% of active files being processed as e-files and 95.30% of receipts handled digitally.

Parallel to digitalisation, the "Swachhata" campaigns have evolved into a self-sustaining fiscal model, generating ₹92.62 crore in February 2026 alone through scrap disposal, while freeing over 16.34 lakh sq. ft. of office space. The report also highlights a systemic improvement in administrative speed, as "delayering" initiatives have successfully reduced the average transaction levels for active files from 7.19 in 2021 to 4.13 in 2026, effectively streamlining the executive decision-making process.

  • Pendency Reduction: In February 2026, the government resolved 4,81,540 public grievances and 22,880 appeals, while weeding out 1.28 lakh physical files.

  • DoPT Initiatives: New efficiency measures include Aadhaar-based KYC for UPSC applications, e-Dossiers for SSC, and an AI-powered Recruitment Rules Generator.

  • Employment Milestones: Through 18 Rozgar Melas, the government distributed over 11.60 lakh appointment letters to successful candidates.


What is "Delayering"? Delayering is an administrative reform aimed at reducing the number of hierarchical levels through which a file must pass before a final decision is reached. It acts as a catalyst for executive efficiency by removing redundant supervisory tiers, thereby shortening the time-lag between a proposal and its approval. This process is manifests as a transition from a vertical, slow-moving bureaucracy to a flatter, more responsive organizational structure. By institutionalizing a cap on the number of "active levels"—which have dropped from 7.19 to 4.13—the government benchmarks a trajectory toward a "Minimum Government, Maximum Governance" model.
