Agriculture: Rollout of the BHARAT-VISTAAR Platform

In a written reply in the Rajya Sabha on 13 March 2026, the Minister of State for Agriculture and Farmers Welfare provided details on the BHARAT-VISTAAR platform, which was first announced in the Union Budget 2026–27 with a total allocation of ₹150 Crore. Bharat-VISTAAR (Virtually Integrated System to Access Agricultural Resources) is a multilingual, AI-powered Digital Public Infrastructure platform designed to deliver real-time, personalized agricultural advisories. Phase-I of the platform was launched on 17 February 2026, integrating 10 major Central schemes and providing a voice-first interface for farmers. The platform acts as a primary mechanic for accessing scientific practices from the Indian Council of Agricultural Research (ICAR), serving as a functional prerequisite for modernizing agricultural extension services through multiple digital channels.

Key Features of Bharat-VISTAAR (Phase-I)

  • Budgetary Foundation: Established with a total allocation of ₹150 Crore as per the Union Budget 2026–27.

  • Launch Timeline: Phase-1 was launched on 17 February 2026, with current availability in Hindi and English.

  • Integrated Central Schemes: Integrates 10 major schemes including PM-KISAN, PMFBY, Soil Health Card, Kisan Credit Card, and Agriculture Infrastructure Fund.

  • Multi-Channel Access: Reachable via a dedicated telephone number (155261), a voice-based AI chatbot, a web portal, and a mobile application.

  • Inclusivity for Non-Smartphone Users: Providing Interactive Voice Response System (IVRS) and voice-based access specifically for small and marginal farmers.

  • Data Security Compliance: Developed in accordance with the Digital Personal Data Protection Act, 2023, and compliant with MeitY and CERT-In cybersecurity guidelines.

What is the "Bharat-VISTAAR" Platform? Bharat-VISTAAR is a Virtually Integrated System to Access Agricultural Resources designed as a unified Digital Public Infrastructure for farmers. It operates on the mechanical theory of "Personalized Advisory Delivery"; by integrating location-specific data with scientific ICAR practices, it acts as a primary mechanic for providing real-time alerts on crop management, market prices, and soil health. The platform is a functional prerequisite for digital adoption in the farm sector, as it offers a voice-first, multilingual interface that ensures information is high-fidelity and accessible to those without smartphones. With periodic security audits and monitoring, the system provides a secure framework for farmers to access a comprehensive range of allied agricultural support services.
