USITC Finds Material Injury from Dumped and Subsidized Imports of Oleoresin Paprika from India

The U.S. International Trade Commission (USITC) has issued affirmative preliminary determinations that imports of oleoresin paprika from India are causing material injury to a US industry and that these imports are being sold at less than fair value and receive subsidies from the Indian government.
Commissioners Amy A. Karpel, David S. Johanson, and Jason E. Kearns voted in favor of continuing investigations. As a result, the U.S. Department of Commerce will proceed with its investigations into dumping and subsidies.
The USITCβs public report - titled Oleoresin Paprika from India - covering preliminary findings and views will be published as USITC Publication 5656 by September 15, 2025. This development could lead to imposition of anti-dumping or countervailing duties against Indian exports of oleoresin paprika.
Relevant question for policy stakeholders: How can India strengthen its domestic trade defense strategy and institutional capacity - through agencies like the Spices Board and DGTR - to address and mitigate injury claims in sensitive agri-commodity sectors like oleoresin paprika?
