UNESCO–Himachal Pradesh Partnership Hits First Milestone in HP FUTURES Education Project
SDG 4: Quality Education | SDG 13: Climate Action
Institutions: Ministry of Education | Government of Himachal Pradesh
UNESCO and the government of Himachal Pradesh have achieved the first milestone of their collaborative project HP FUTURES (Foundation for Upskilling, Teacher Excellence, Understanding, Readiness, Equity, and Sustainability). The project aims to transform the state’s educational system through three core integrated pillars: (i) 21st-century skills (aligned with the National Curriculum Framework 2023), (ii) Values Education Through Sport (VETS), and (iii) “Greening the Curriculum” / climate education.
Under this initiative, UNESCO will assess existing policies and programs, develop teacher training modules, and roll out workshops statewide, focusing on critical thinking, communication, digital literacy, inclusion, respect, and environmental awareness. The project emphasizes collaboration with district education officers, subject experts, local civil society, and schools (including eco-clubs), and is designed to build “master trainers” to cascade capacity building.
The HP FUTURES model showcases how international organizations like UNESCO can partner with states to localize global educational agendas—blending skills, values, and climate education. For India, it offers a prototype to integrate competency-based education (CBE) with climate literacy and social-emotional values across states.
Relevant Question for Policy Stakeholders:
How can central and state education ministries scale and institutionalize such multi-pillar projects (skills, values, climate) across India’s diverse states without losing local relevance or overburdening teachers?
