RBI Analysis: Impact of State-Level Policies and Charging Infrastructure on Two-Wheeler Electric Vehicle Adoption Across Indian States

The study examines how state-level electric vehicle (EV) policies and the availability of charging infrastructure influence the adoption of two-wheeler electric vehicles (2W-EVs) across 23 Indian states during 2021-2024. Results show that supportive state policies, including subsidies, tax exemptions, and charging infrastructure development, positively impact 2W-EV adoption, with stronger effects in states having robust infrastructure.
Regional disparities persist, with southern and western states exhibiting higher adoption rates due to early policy implementation and better charging networks. The analysis highlights the importance of combining moderate policy incentives with well-developed charging infrastructure to sustain EV market growth.
Continued focus on expanding infrastructure and tailored state policies will be crucial for India to reach its EV targets and support the sustainable mobility transition.
