OECD: Closing Broadband Connectivity Divides for All - From Evidence to Practice

This report reveals persistent broadband connectivity gaps across and within countries: in OECD nations, fixed broadband penetration averages 36.3 subscriptions per 100 people, more than double the global average of 16.2 (excluding OECD), and rural users experience download speeds approximately 44% slower than those in metropolitan areas; mobile speeds also lag, with cities averaging 37% higher than rural zones at the end of 2024. Territorial disparities have widened - despite overall speed gains - particularly in download speed gaps across regions.
To address these divides, the report recommends layered policy approaches: robust institutional and regulatory frameworks to promote competition, efficient spectrum management, and investment; complemented by targeted strategies such as infrastructure sharing, public-private partnerships, community networks, and dedicated public funding. Broadband mapping at subnational levels is emphasised as essential for evidence-based allocation of funds. The report underscores the indispensable role of granular data and harmonized spatial classifications for designing and monitoring policies aimed at inclusive digital access and closing the connectivity divide for all.
