Notification of Unified Pension Scheme Rules for Central Government Employees under NPS

The Department of Pension and Pensionersβ Welfare has notified the Central Civil Services (Implementation of the Unified Pension Scheme under the National Pension System) Rules, 2025 in the Gazette. These rules govern service matters and benefits under the Unified Pension Scheme (UPS) for Central Government employees opting for it under the NPS framework. The Union Cabinet had approved the UPS on 24 August 2024, followed by the Department of Financial Servicesβ notification on 24 January 2025. The scheme became operational from 1 April 2025, with PFRDA issuing operational regulations on 19 March 2025.
The rules cover provisions for enrolment, contribution mechanisms of employees and government, compensation in case of delays, and switching between UPS and NPS close to retirement or voluntary retirement. They also define benefits under circumstances such as retirement, disability, resignation, and absorption in autonomous bodies or PSUs. Further, they specify implications in cases of compulsory retirement, dismissal, or pending judicial proceedings.
