NITI Aayog has released two companion reports capturing outcomes of the NITI-State Workshop Series under the State Support Mission (SSM). The initiative promotes cooperative and competitive federalism, helping States and UTs align their strategies with SDGs 2030 and the vision of Viksit Bharat 2047.
1. Compendium on Takeaways of NITI-State Workshop Series, FY 2023-24
This compendium provides the consolidated takeaways and policy insights from the workshops conducted between April 2023 and March 2024.
Primary Objective: To facilitate peer-to-peer learning and knowledge sharing among States/UTs and key stakeholders (including central ministries, multilateral agencies, and experts) to drive socio-economic growth.
Core Focus: The workshops were designed to help States’/UTs’ Planning Departments transition into State Institutions for Transformation (SITs), which are crucial multidisciplinary resource centers intended to develop strategic development roadmaps for achieving the Sustainable Development Goals (SDG) 2030 and Vision India@2047.
Key Themes Included: The discussions centered on critical areas of national importance and state development, such as:
Enabling Women-led Development.
Building State-level Innovation Ecosystems.
Promoting Livelihoods through International Mobility of Skilled Workers.

2. A Compendium on NITI-State Workshop Series, FY 2024-25
This report serves as the sequel, aggregating the discussions and outcomes from the workshops held during the following fiscal year, April 2024 to March 2025.
Primary Objective: To continue the momentum of policy dialogue and institutional transformation initiated in the previous year, focusing on new and emerging challenges, and ensuring continuous alignment with national development priorities.
Core Focus: The compendium reflects the outcomes of workshops that delved into specific, actionable policy areas, ensuring a sustained push toward enhancing state capacity and improving service delivery on the ground.
Key Themes Covered Included: Themes covered during the period were often focused on highly specific sectoral issues and regional challenges, including:
Strengthening Senior Citizen Care in India.
Improving Education Key Performance Indicators (KPIs) in Aspirational Districts and Blocks, particularly in the North Eastern States.
Addressing the challenge of All-Weather Tap Water Supply in the Higher Reaches of the Himalayas.

Workshops focusing on strengthening healthcare infrastructure in Tier 2 and Tier 3 cities.

How do SITs differ from NITI HQ? → NITI Aayog HQ sets the national policy vision, frameworks, and cross-country partnerships. State Institutions for Transformation (SITs) are state-level hubs that adapt this vision to local realities, design tailored programmes, and track progress on the ground. Together, they link national strategy with state delivery.
What is the State Support Mission (SSM)? → A NITI Aayog programme to help States/UTs strengthen planning and policy institutions, foster inter-state learning, and align local strategies with national development priorities.
What is State-Level Institutional Capacity? → It refers to how well State governments’ planning and policy institutions can design, implement, and monitor programmes. Strong capacity means States have skilled staff, reliable data systems, and the ability to plan long-term strategies (like SITs under NITI’s State Support Mission). Weak capacity means policies stay on paper or vary widely in quality across States.
