NITI Aayog report, Revitalizing India’s Apprenticeship Ecosystem, presents a comprehensive strategy to transform apprenticeships into a high-impact bridge between education and employment and resolve the "Path Dependency" that has historically hindered apprenticeship completion rates. While apprentice engagement peaked at 13.09 lakh registrations in FY 2024-25, the report identifies a structural trap where low stipends and a lack of job guarantees lead to high attrition. To break this cycle, the roadmap proposes a "Unified Mission" framework, recommending the establishment of a National Apprenticeship Mission (NAM) and a unified National Apprenticeship Portal (NAP) to streamline current schemes like NAPS and NATS. By integrating "Degree-Linked Apprenticeships" and enabling seamless "Education-Skilling Mobility," the ecosystem aims to move from a 0.11% penetration rate toward global benchmarks like Germany's 2.96%, transforming apprenticeships from a cost-centric obligation into a strategic human capital investment.

Inclusive Aspirant Empowerment: Introducing an Apprenticeship-Linked Incentive Scheme (ALIS) for women and youth in disadvantaged regions to drive diversity.
Regional & Local Transformation: Empowering District Skill Committees (DSCs) to drive local engagement and utilizing an Apprenticeship Engagement Index (AEI) to benchmark state performance.
What is “Path Dependency” of Apprenticeship Completion? Path dependency occurs when the initial conditions of an apprenticeship—such as its isolation from formal degree credits and the social bias favoring academic paths—lock the system into a pattern of low completion. The report identifies that high engagement (9.85 lakh in FY 2024-25) does not automatically correlate with high completion (25.47%) because apprentices often view the program as a temporary stop-gap rather than a career foundation. To resolve this, NITI Aayog advocates for "Education-Skilling Mobility," ensuring that apprenticeship credits are recognized within the National Credit Framework, thereby making the vocational path as aspirational and secure as traditional degree.
