The January 2026 National e-Governance Service Delivery Assessment (NeSDA) Way Forward report notes that India has reached a total of 24,563 e-services provided across all States and Union Territories, with 473 new services added in the last month alone . A significant milestone has been achieved in the Saturation of Mandatory E-Services, which now stands at over 81% (1,735 out of 2,124 identified services). Notably, 13 States/UTs—including Andhra Pradesh, Karnataka, and Uttar Pradesh—have achieved 100% saturation of the 59 mandatory e-services. Furthermore, the report highlights the growing adoption of Unified Service Delivery Portals, with seven States/UTs successfully integrating 100% of their digital services into a single-window interface. To maintain this momentum, the AAKLAN tool continues to perform automated, objective evaluations of these portals to ensure high standards of usability, security, and mobile responsiveness.

What is the “AAKLAN” Tool? AAKLAN (Automated Assessment of Government Websites) is a benchmarking and ranking tool used by the DARPG to evaluate the quality and accessibility of government digital platforms. It performs objective, scalable evaluations across key parameters, including usability, mobile responsiveness, navigation, technical performance, and security & privacy. By identifying gaps in “Primary Navigation” or “Resource-Heavy Sections,” AAKLAN provides States and UTs with actionable insights to rationalize menu layers and optimize media assets. This ensures that unified portals—the primary interface for certificates and welfare benefits—remain inclusive and reliable under the Digital India ecosystem.

The shift toward 100% saturation represents a transition from “Basic Digital Access” to “Universal Service Entitlement,” where every citizen can access essential government functions regardless of their geographic location.
Strategic Impact:
