The National e-Governance Service Delivery Assessment (NeSDA) Way Forward November 2025 Report highlights a significant expansion in India’s digital governance landscape, with a total of 23,934 e-services now provided across all States and Union Territories. The report reveals that saturation of the 59 mandatory e-services has exceeded 80% nationwide, with 21 States/UTs achieving over 90% saturation.
Key structural and performance milestones include:
Unified Portals: Six states/UTs—Assam (Sewa Setu), J&K (e-UNNAT), Karnataka (Seva Sindhu), Odisha (Odisha One), Uttarakhand (Apuni Sarkar), and Kerala (e-Sevanam)—have achieved 100% service delivery through a single unified portal.
Sectoral Focus: The ‘Local Governance & Utility Services’ sector accounts for the highest number of e-services (8,463).
Central Best Practices: The National Career Service (NCS) and Shram Suvidha portals are recognized as benchmarks for their integrated, user-centric approach to employment and labor law compliance.
Municipal Transformation: City-level platforms in Aizawl and Delhi are highlighted for digitizing functions like building approvals and waste management to reduce administrative friction.
AAKLAN Tool: This automated assessment mechanism has been integrated to standardize government websites based on parameters like accessibility, mobile responsiveness, and information security.
What is NeSDA? It is the National e-Governance Service Delivery Assessment, a benchmarking framework formulated by DARPG in 2019 to evaluate the effectiveness of e-service delivery by States, Union Territories, and Central Ministries. The assessment measures portals against seven key parameters—including Accessibility, Content Availability, and Ease of Use—to promote transparency and encourage a transition toward “faceless” and “suo-moto” entitlement-based delivery of public services.
What is the AAKLAN Tool? It is an Automated Assessment of Government Websites integrated into the NeSDA framework to harmonize and standardize government portals. By evaluating websites across nine parameters—including navigation, mobile responsiveness, and security—the tool provides a standardized mechanism to ensure all citizens, regardless of their location, receive a consistent and high-quality digital experience when interacting with the state.
Policy Relevance
The NeSDA report underscores a strategic transition from fragmented digital tools to a “One Nation-One Portal” philosophy. By promoting faceless and suo-moto entitlement-based delivery, the government is moving away from physical paperwork and human intervention, which are often the primary sources of bureaucratic delay and corruption. Furthermore, the emphasis on North Eastern States and the integration with Common Service Centres (CSCs) reflects a policy commitment to bridging the digital divide and ensuring inclusive growth in India’s most remote regions.
