The Department of Land Resources (DoLR) is convening a two-day national ‘Chintan Shivir’ (collaborative workshop) in Pune to modernize India’s land administration and judicial processes. The modernization addresses mounting caseloads, procedural delays, and complex, legacy systems largely inherited from the British era, which currently impact citizens’ property rights and investment.
The workshop focuses on an ambitious four-point reform agenda:
Modernizing Revenue Court Case Management Systems (RCCMS): Showcasing state-level innovations and best practices for expeditious, transparent, and citizen-centric case resolution.
Unified ‘Glossary of Revenue Terms’: Facilitating consensus on definitions and interpretations to eliminate ambiguity and promote clarity in land administration.
Standardisation of Records of Rights (RoR) with Cadastral Maps: Addressing historical inconsistencies by adopting a uniform format for land records.
Transliteration & Translation Issues: Facilitating the multilingual accessibility of land records to overcome linguistic barriers for citizens.
The expected outcomes include a consolidated roadmap for integrating land records with registration systems and the identification of necessary legislative amendments to support these digital reforms.
This national initiative seeks to reduce the historical friction between archaic land laws and modern digital governance, ensuring property rights are protected and transaction times are reduced, which is fundamental to boosting investor confidence and national economic stability.
What are Revenue Court Case Management Systems (RCCMS)?→ Revenue Court Case Management Systems (RCCMS) are technology-led platforms developed under the Digital India Land Records Modernization Programme (DILRMP) to computerize and manage all operations of Revenue Courts (courts that handle land disputes, tenancy, and ownership matters). The primary objective is to provide a centralized platform for case tracking, document storage, scheduling hearings, and generating court orders, thereby improving transparency and enabling citizens to access real-time case status information.
