The Ministry of Statistics and Programme Implementation (MoSPI) has officially operationalised PAIMANA (Project Assessment, Infrastructure Monitoring & Analytics for Nation-building), a web-based portal for monitoring Central Sector Infrastructure Projects worth ₹150 crore and above. Replacing the OCMS-2006 system, PAIMANA is integrated with DPIIT’s Integrated Project Monitoring Portal (IPMP) via APIs, automating data updates for roughly 60% of projects. As of December 2025, the portal tracks 1,392 ongoing projects with a total revised cost of ₹35.10 lakh crore across 17 ministries.
Sectoral Dominance and Project Scale
The infrastructure pipeline is heavily concentrated in connectivity and energy sectors:
Transport & Logistics: Leads with 896 projects (65% of total) costing ₹17.70 lakh crore, focusing on roads, railways, and aviation.
Energy Sector: Follows with 211 projects amounting to ₹10.00 lakh crore, emphasizing oil and gas infrastructure and power systems.
Project Classification: The portfolio includes 585 Mega projects (cost ≥ ₹1,000 crore) totaling ₹31.44 lakh crore and 807 Major projects (cost ₹150–1,000 crore) amounting to ₹3.66 lakh crore.
Leading Ministries: The Ministry of Road Transport & Highways has the highest project count (584 projects), while the Ministry of Railways commands the largest financial share at ₹8.53 lakh crore (24%).
Execution Progress and New Additions
Cumulative expenditure on these 1,392 projects stands at ₹19.01 lakh crore (54.1% of revised costs) as of December 2025. About 33% of projects have achieved over 80% physical progress, while 16% have crossed 80% financial completion. In December 2025 alone, 17 projects reached 100% physical progress, including the Khurja Super Thermal Power Plant (₹12,888 crore). Furthermore, 20 new projects were added to the implementation stage, notably the Pune Metro Phase-2 Line-4 (₹9,857 crore) and the Greenfield Airport at Bundi (₹1,507 crore).
What is the “One Data, One Entry” principle integrated into the PAIMANA portal? The “One Data, One Entry” principle ensures that project information is reported once at the ministerial level on the DPIIT’s Integrated Project Monitoring Portal (IPMP) and then automatically flows into the PAIMANA portal through APIs. This eliminate the need for redundant manual data entry, reducing administrative errors, ensuring data consistency across different government departments, and allowing MoSPI to generate real-time analytical reports and dashboards for informed decision-making.
