The Ministry of Panchayati Raj (MoPR) will roll out the People’s Plan Campaign (PPC) 2025-26, titled “Sabki Yojana, Sabka Vikas”, across all States and Union Territories starting 2 October 2025. This campaign initiates the preparation of Panchayat Development Plans (PDPs) for FY 2026-27 through Special Gram Sabha meetings, ensuring that local priorities shape district, block and village planning. The exercise is designed to strengthen participatory, transparent, and accountable grassroots governance.
Since 2019-20, over 18.13 lakh Panchayat Plans (GPDPs, BPDPs, DPDPs) have been uploaded on eGramSwaraj, with 2.52 lakh plans already initiated for 2025-26. MoPR has begun coordinating with 20 line ministries to synchronise their departmental schemes with Gram Sabha processes. Preparations include training facilitators, deploying digital tools (eGramSwaraj, Meri Panchayat App, Panchayat NIRNAY), and instituting monitoring platforms.
By reinvigorating bottom-up planning, this campaign reinforces India’s emphasis on decentralised governance, inclusive development, and leveraging local insight for national goals. It dovetails with schemes like Aspirational Blocks, Smart Panchayats, and the 15th Finance Commission’s grants by aligning departmental schemes with local needs and strengthening Panchayati Raj institutions (PRIs).
What is the People’s Plan Campaign? → The PPC is an annual programme launched in 2018 through which Panchayats conduct Gram Sabhas to plan local development (village, block, district) in a participatory, evidence-based manner, aligning funds, schemes, and public priorities.
What are Panchayat Development Plans (PDPs)? → PDPs are the annual plans prepared by Panchayati Raj Institutions (PRIs) to identify local needs and allocate resources for development. They are made through Gram Sabha consultations and aligned with state and central schemes.
GPDP (Gram Panchayat Development Plan)? → Village-level plan with local priorities and scheme convergence.
BPDP (Block Panchayat Development Plan)? → Aggregates GPDPs for block-level infrastructure and services.
DPDP (District Panchayat Development Plan)? →Integrates BPDPs for district-wide projects and state plan alignment.
