The National Cooperative Policy 2025 presents a framework to strengthen Indiaβs cooperative sector as a tool for inclusive economic growth and rural development. The policy is structured around six strategic mission pillars, including creating a conducive regulatory environment, promoting self-sustaining ecosystems, technological modernisation, and broadening inclusivity and reach. It seeks to make cooperatives future-ready and encourages their entry into new and emerging sectors.
Key objectives focus on legal reforms, access to finance, diversification of cooperative activities, technology adoption, professional management, and expansion into sectors such as healthcare, renewable energy, and digital services. The policy outlines mechanisms to include youth, women, and marginalised groups, promote financial and digital literacy, and create employment opportunities within the sector. Standardised courses, dedicated skilling, and employment exchanges are proposed to support sectoral human resource needs.
Implementation and monitoring will be guided by a national steering committee and a policy implementation committee, engaging central and state agencies, cooperative federations, and sectoral institutions. The policy also prioritises transparency, digitalisation, and convergence of government initiatives to leverage the cooperative model for Indiaβs development goals.
