Madhya Pradesh to Increase Government Buying Through GeM for More Transparent Procurement
SDG 8: Decent Work & Economic Growth | SDG 17: Partnerships for the Goals
Institutions: Ministry of Commerce & Industry | Government of Madhya Pradesh
The Government e Marketplace (GeM) and the Government of Madhya Pradesh held a CEO-level meeting on 30 October 2025 in Bhopal to accelerate the state’s adoption of the GeM platform for public procurement. GeM emphasised its platform’s goal of creating a unified, transparent, efficient e-procurement system for central and state ministries, PSUs, autonomous bodies and Panchayati Raj institutions.
Key data points from Madhya Pradesh:
Over 86,000 sellers from the state are registered on GeM.
Micro & Small Enterprises (MSEs) from MP have received orders worth ₹5,523 crore from state buyers, ₹2,030 crore from other states and ₹20,298 crore from central buyers.
The Ministry has urged Chief Ministers to align state procurement rules with the General Financial Rules (GFR) and GeM-General Terms and Conditions (GeM-GTC).
This collaboration strengthens India’s push for digital governance, improved public procurement efficiency and enhanced participation of small enterprises. It aligns with major government initiatives like Digital India, Make in India, and the aim to open up state procurement to wider vendor bases while improving transparency.
What is GeM? → The Government e-Marketplace (GeM) is India’s official online platform for buying and selling goods and services for government departments. It works like a secure government-run e-commerce portal where ministries, state governments, PSUs, and local bodies can buy everything from computers and furniture to medical supplies, vehicles, consulting services, and infrastructure support. GeM helps ensure:
Transparent procurement (no middlemen, open bidding)
Competitive prices through online comparison and bidding
Faster purchasing with digital workflows
Opportunities for MSMEs, startups, artisans, and women-led enterprises to supply to the government
By shifting public buying online, GeM makes government spending more efficient, fair, and accountable, while creating a nationwide marketplace for suppliers.
Relevant Question for Policy Stakeholders:
What steps should central and state governments take to ensure all public procurement (from panchayats to PSUs) is migrated to GeM with appropriate vendor onboarding, supplier diversity and data-analytics tools to monitor participation and value?
