Raksha Mantri Rajnath Singh addressed the first-ever Chiefs’ Conclave of UN Troop Contributing Countries (UNTCC), hosted by India. He introduced a 4C formula—Consultation, Cooperation, Coordination, and Capacity Building—as the guiding principle for UN peacekeeping forces to effectively counter complex modern challenges like terrorism, asymmetric warfare, and misinformation campaigns. He urged technologically and financially advanced nations to increase support to ensure the sustainability of these missions, stressing the need for innovations like secure communications and unmanned platforms.
India affirmed its commitment by offering its long-standing expertise, personnel (nearly 2,90,000 personnel in over 50 missions), and cost-effective indigenous technologies developed under the Aatmanirbhar Bharat vision. The Minister also highlighted India’s pioneering role in gender parity, citing its all-women Formed Police Unit in Liberia as a global symbol of empowerment.
The Conclave, hosted by the Indian Army, reinforces India’s position as a major global security provider and champion of a rules-based international order. It leverages India’s indigenous defence technology (Aatmanirbhar Bharat) and gender parity successes to shape future UN policy on operations, training, and institutional reform.
What is Formed Police Unit (FPU)? → India made a globally significant contribution to UN peacekeeping by deploying the world’s first all-women Formed Police Unit (FPU) to the United Nations Mission in Liberia (UNMIL) in 2007. This all-female contingent, primarily from the CRPF, served as a powerful symbol of empowerment, directly inspiring Liberian women and girls to join their national police force. Their presence enhanced community trust, improved the reporting and handling of gender-based violence, and proved that women could effectively handle high-risk security and public order management duties, thereby setting a new standard for gender parity in global peacekeeping.
