Himachal Pradesh will set up a biochar plant at Neri in Hamirpur district within six months, marking the launch of India’s first State-supported biochar programme. A tripartite MoA was signed between Dr. YS Parmar University of Horticulture and Forestry, the Himachal Pradesh Forest Department, and ProClime Services Pvt. Ltd. The initiative aims to utilise pine needles, lantana, bamboo, and other biomass to produce biochar through pyrolysis, reducing forest fire risks and controlling invasive species.
The programme is expected to generate 50,000 person-days of income annually from biomass collection, with local communities receiving Rs. 2.50 per kg and incentives for quality and quantity. ProClime will invest up to USD 1 million, while the University provides land and research support. Over ten years, the project targets 28,800 carbon credits, employment creation, and skill development in safe collection, biochar applications, and climate mitigation.
By combining environmental conservation with livelihood enhancement, the project supports soil health improvement, carbon sequestration, and international carbon credit monetisation, positioning Himachal Pradesh as a pioneer in State-driven green innovation.
Relevant question for policy stakeholders: How can State-led biochar initiatives be scaled to integrate climate mitigation, rural livelihoods, and carbon credit markets?
