Government Reports Mid-Campaign Success: 5.45 Lakh Public Grievances Cleared and 130 Lakh sq ft Space Freed Under Special Campaign 5.0

The Union Government’s Special Campaign 5.0 (SC 5.0) has achieved significant milestones, transforming physical workplaces and substantially improving administrative efficiency and citizen service delivery across participating Ministries and Departments. Collectively, the campaign has resulted in 5.45 lakh public grievances being successfully redressed and 130.54 lakh square feet of office space freed for productive use. This drive for cleanliness and efficiency has also generated ₹377.8 crore in revenue from scrap disposal. The progress reflects a unified government push toward paperless governance, reduced pendency, and a sustained culture of cleanliness, accountability, and citizen-centric service.
Ministry-Wise Achievements in Special Campaign 5.0 (Midway Progress)
The comprehensive impact of the campaign is highlighted by the following sectoral achievements:
Ministry of Communication - Department of Posts: This department demonstrated massive outreach and efficiency at the grassroots level by conducting cleanliness drives at 47,358 postal sites and organizing 4,952 Dak Chaupals (citizen-centric outreach) across the country. Administratively, they resolved over 57,961 pending public grievances and appeals, reviewed 32,249 files (weeding out 7,611), and freed 13,049 sq. ft. of office space. This action reinforces their commitment to a clean and organized last-mile service delivery environment.
Ministry of Labour and Employment: The Ministry showcased exceptional progress in grievance redressal, successfully addressing 39,599 out of 55,113 Public Grievances and closing 2,002 out of 2,479 Appeals. Furthermore, they achieved significant workspace optimization by cleaning 2,285 of 2,289 designated sites and clearing an impressive 1,12,691 sq. ft. of office space—the largest reported space freed among non-CPSE Ministries.
Ministry of Personnel, Public Grievances & Pensions: As the coordinating ministry, it led by example by reviewing over 52,112 files (weeding out 20,391) and freeing 8,228 sq. ft. of office space. The Ministry successfully resolved 350 public grievances, 105 appeals, and several high-priority references (PMO, MP, Cabinet). Special focus was given to “Cyber Swachhta” through dedicated workshops and awareness drives.
Ministry of Heavy Industries: This Ministry exhibited strong administrative discipline, achieving 100% disposal of all 28 public grievances and 10 appeals. They excelled in digital records management, reviewing nearly 100% (10,54,976) of e-files and weeding out 9,45,422 of them. The Ministry also pioneered an inter-organisational inspection system to ensure the quality and effective execution of the campaign among its CPSEs.
Ministry of Science and Technology: This Ministry demonstrated high efficiency by exceeding its cleanliness campaign targets (433 completed vs. 318 targeted) and successfully reviewing more physical files (12,160 vs. 6,628 targeted) and e-files (1,132 vs. 1,046 targeted) than planned. They also reclaimed a substantial 1,15,582 sq. ft. of office space, underscoring a strong drive towards decluttering and optimization.
Ministry of Coal (with CPSEs NCL & SECL): Focusing on digital governance, SECL introduced a suite of new digital portals for transparency, including the Jatayu Dashboard and a Contract Monitoring Portal. NCL promoted sustainability through the creation of “Waste to Beauty” scrap sculptures (Peacock and Barasingha), and the Ministry collectively reviewed over 1,11,248 physical files and generated a substantial ₹22.87 crore in revenue from scrap disposal.
Other Key Achievements:
Ministry of Rural Development achieved 100% completion of its three scheduled cleanliness drives and disposed of 60% of pending public grievances.
Ministry of Steel achieved 96% of its public grievance redressal targets and weeded out 8,525 physical files.
Ministry of Information & Broadcasting conducted 493 outdoor campaigns and disposed of 301 public grievances while generating ₹34.27 lakh in revenue.
Ministry of Tourism freed 14,095 sq. ft. of office space and completed 24.15% of its overall identified targets.
Ministry of Fisheries, Animal Husbandry & Dairying successfully completed 90% of its cleanliness drives and resolved 82% of targeted public grievances.

Swachhata, Space Management, and Physical Transformation: This theme focuses on the physical environment of government offices, with a core emphasis on the cleanliness and optimization of workspaces.
Reducing Administrative Pendency and Enhancing Efficiency: This theme targets the core administrative processes to ensure rapid and accountable decision-making.
Citizen-Centric Governance and Public Accountability: This theme ensures the campaign’s benefits directly translate into improved public service delivery and trust.
