Government Reports Mid-Campaign Success: ₹22.5 Crore Revenue and 42 Lakh sq ft Space Freed Under Special Campaign 5.0

The Department of Administrative Reforms and Public Grievances (DARPG) reported major mid-campaign results for Special Campaign 5.0 (2–31 October 2025)—a “Whole-of-Government” reform drive promoting cleanliness, record management, and process efficiency across all ministries and field offices.
Overall Outcomes
Above ₹22.5 crore revenue generated from scrap disposal.
42 lakh sq ft of office space freed through record weeding and reuse.
2.27 lakh public grievances resolved nationwide:
Ministry of External Affairs – 100 %, Tourism – 99 %, Land Resources – 96 %.
1.6 lakh physical files and 11,000 e-files reviewed across departments.
Hundreds of references from MPs, PMO, and State Governments disposed.
Ministry-Wise Highlights
1. Railways
Conducted 29,921 cleanliness drives across stations, offices, and depots.
Introduced drone-powered cleaning for trains and installations—first of its kind in the campaign.
2. Education (DoSEL)
Organised nationwide campus drives and governance clean-ups.
Hosted a UNICEF-backed e-waste webinar with 1.5 lakh participants, followed by drives in 1,000+ schools across five states.
3. Agriculture & Farmers Welfare (DA&FW)
Implemented field-level initiatives and status reviews till the 3rd week.
Created display models of drones and tractors from discarded e-waste, demonstrating “Waste to Wealth” innovation.
4. Coal
Advanced cleanliness, efficiency, and sustainability across mines and offices.
Converted scrap rooms into “Learning Hubs”; repurposed old assets.
5. Defence
Covered 766 sites, reviewed 9,580 files (1,727 weeded).
Freed 22,021 sq ft; simplified 19 rules and procedures.
6. Housing & Urban Affairs (MoHUA)
Reviewed 8,424 files, weeded 2,582.
Freed 1.73 lakh sq ft, earning ₹21.6 lakh in scrap revenue.
7. Jal Shakti (DoWR, RD & GR)
Resolved 84 grievances; reviewed 9,203 of 15,405 files.
Freed 33,940 sq ft, generating ₹40.7 lakh revenue.
8. Fisheries, Animal Husbandry & Dairying (DAHD)
Disposed 158 grievances; reviewed 11,625 files, weeded 7,797.
Earned ₹3.44 lakh via scrap disposal.
9. Women & Child Development (WCD)
Conducted ministry-wide cleanliness and hygiene audits.
Focused on pendency reviews and record digitisation.
10. Law & Justice (Legislative & Legal Affairs Depts)
Emphasised e-waste management and file digitisation.
Transferred historic Gazette volumes to the National Archives of India.
Thematic Focus: E-Waste Management & Waste to Wealth
Ministries adopted creative reuse models—from educational displays and learning spaces to artistic installations built from discarded components.
The campaign fused environmental sustainability with administrative reform, marking a cultural shift toward green governance.
What is Special Campaign 5.0? → A DARPG-led, month-long administrative reform initiative that operationalises the principles of Swachhata & Efficiency. Conducted annually every October (preparatory phase 15–30 Sept; implementation 2–31 Oct), it targets record management, grievance resolution, space optimisation, and rule simplification across the Union Government’s entire apparatus.
