Government Prepares District Collectors to Implement New Digital Mapping of Urban Land Records

The Lal Bahadur Shastri National Academy of Administration (LBSNAA), in collaboration with the Department of Land Resources (DoLR), Ministry of Rural Development, has launched a two-day National Training-cum-Workshop on the NAKSHA Programme (6–7 October 2025). The event brings together District Magistrates and Collectors from across 28 States and 3 UTs to prepare for the pilot implementation of NAKSHA—a one-year urban land governance initiative under the Digital India Land Records Modernization Programme (DILRMP).
The programme aims to integrate geospatial mapping, GNSS, and Web-GIS technologies to create authentic, transparent, and updated digital records of every urban land parcel in India, advancing the vision of “One Nation, One Land Record.” Sessions led by senior officials from DoLR, the Survey of India, MPSEDC, and NIGST Hyderabad will cover technical, legal, and administrative frameworks, modern survey techniques (GNSS/ETS), and strategies for awareness campaigns. Experts from Kerala, Maharashtra, and YASHADA will share best practices and state-level innovations. The workshop, hosted by the B. N. Yugandhar Centre for Rural Studies (LBSNAA), seeks to equip administrative leaders with the operational readiness to implement NAKSHA nationwide.
NAKSHA represents a major step toward urban land governance reform, complementing India’s ongoing DILRMP efforts that largely focused on rural areas. By embedding geospatial accuracy and digital authentication into property records, taxation, and urban planning, it can curb land disputes, improve municipal revenue, and streamline citizen services. The initiative also strengthens the National Geospatial Policy (2022) and contributes to data-driven urban governance under Digital India and Ease of Living Mission frameworks.

What is GNSS and Web-GIS? → GNSS (Global Navigation Satellite System) provides precise spatial coordinates for mapping land parcels, while Web-GIS (Geographic Information System) platforms allow layered visualization and analysis of land data for public and administrative use.
